Proposed Final Development Plan for PD #88 - Three Oaks in Oakley
Project Summary and Background
The applicant, Neyer Properties, is proposing a Final Development Plan for the lot in the southwest corner of Planned Development #88 (PD-88), Three Oaks. The proposed development would consist of a four-story apartment building geared toward senior living with a total of 192 units wrapped around a structured parking garage with approximately 306 spaces. The development would also include amenities such as a pool and pool building, dog park, garden with a greenhouse and shed, as well as gathering areas with pergola structures. A Major Amendment to the Concept Plan and Development Program Statement to allow for a larger square footage than what was originally permitted for this site was approved by City Council in December of 2025. The Final Development Plan should substantially comply with the previously approved Concept Plan and Development Program Statement.
