Proposed Use of TIF Funds for Wesley Baymiller Apartments in Overt-the-Rhine

 

Background

Wesley Baymiller is being renovated by Preservation of Affordable Housing (POAH) and Model Group.  POAH is a non-profit organization with extensive experience in preserving, creating and sustaining affordable, healthy homes that support economic security, racial equality and access to opportunity for all.  POAH has worked on and completed both rehabs, historical rehabs and new construction projects in Massachusetts, Illinois, Ohio, Rhode Island, Florida and Connecticut.  These projects have been 4% and 9% LIHTC projects, received HOME funds and received state & federal historic tax credits.  Some of the projects in Cincinnati are Terri Manor, Community Manor and Pendleton Estates.

This project has scattered sites of 95% occupancy residential multi-family units and commercial spaces within Over-the-Rhine, West End and Mt. Auburn neighborhoods.  The units and a few commercial spaces will be renovated with new systems, windows, exterior and interior finishes for each unit while following a relocation plan for the residents during renovation. The proposed affordable set aside TIF funds will only be used to renovate the buildings within the OTR East Downtown District.

 

Proposed Project

The overall project will consist of 13 building renovations of 60 residential units and 5 commercial spaces. The multi-family units will serve affordable housing for seniors, families, individuals and households with disabilities with incomes at 60% Average Median Income or less. The 60 renovated units will consist of 16 one-bedrooms ($662-$937), 27 two-bedrooms ($933-$1,128), 13 three-bedrooms ($843-$1,502), 4 four-bedrooms ($1,112-$1,505). All 60 units will receive a rental subsidy through the two separate 20-year Housing Assistance Payment contracts. The developer plans to begin renovations early fall of 2026. The Department of Community & Economic Development is proposing a 15-year, net 67% Community Reinvestment Area (CRA) tax exemption and recommends up to $1.85 million in direct financial assistance from the Downtown Over-the-Rhine East Tax Increment Financing (TIF) District for affordable housing set-a-side. The affordable set aside TIF funds will only be used to renovate the buildings within the Over-The-Rhine East and Downtown District.
