Proposed Use of TIF Funds at Grant Park in Over-the-Rhine

Background

Findlay Community Center Manager, LLC, an affiliate of 3CDC, is proposing an approximately $11.7 million renovation and re-imagining of Grant Park at 73 E. McMicken Avenue in Over-the-Rhine. The project would transform the existing City park into an updated public recreation and gathering space with a central plaza, interactive water play area, inclusive playground, basketball and multi-basket courts, fenced dog park, public restroom, canopy area, new landscaping, seating, lighting, sidewalks, and related site improvements.

3CDC has requested approximately $5.96 million in Downtown/OTR East TIF District funding to support the project. The proposed financing structure would also require the park to be leased to Findlay Community Center, LLC and subleased back to the City, with the City remaining in control of the property and 3CDC expected to manage and maintain the park similarly to Ziegler Park and Washington Park. Associated real estate actions include right-of-way vacations, dedication of a new portion of Back Street, and consolidation of the existing park parcels into one parcel. The project team previously conducted extensive community engagement and has recently resumed engagement around the updated park design.
