Proposed Loan of TIF funds for Acquisition of the College Hill Plaza

 

Background

The College Hill Community Urban Redevelopment Corporation (CHCURC) plans to acquire the College Hill Plaza located at 5819 Hamilton Avenue, which sits within the Hamilton Avenue Neighborhood Business District (NBD). The property spans 3.9 acres, containing 13,275 square feet of commercial space, and currently hosts 10 businesses. CHCURC aims to purchase the property for $3.8 million and seeks an acquisition loan of $1,750,000 from the City, which would utilize the cash balance available in the College Hill Tax Increment Financing District (TIF).

Proposed Project

The College Hill Urban Redevelopment Corporation intends to acquire the College Hill Plaza to obtain site control as a long-term redevelopment opportunity. With community concerns about the current state of the plaza, there are several recommendation letters from the neighborhood community forum and surrounding businesses, expressing support based on CHCURC’s positive track record. It is the goal of CHCURC and other community members that the revitalization of this plaza will improve the overall appearance of the plaza and the neighborhood business district in general.
