Climate Pollution Reduction Grant (CPRG)

U.S. EPA Climate Pollution Reduction Grant (CPRG) Planning and Implementation Phases

We also encourage you to check out the regional climate action planning virtual engagement hub: Thrive Together.

Background

The Cincinnati OH-KY-IN Metropolitan Statistical Area (MSA) is participating in a regional climate action planning process through the U.S. EPA Climate Pollution Reduction Grant (CPRG) program. A group of local governments, businesses, educational institutions, and planning organizations have come together under the name "Thrive Together" to create Regional Climate Action plans for the Greater Cincinnati MSA. One of our most important goals is to ensure that all communities in our region can participate in this process and connect to funding opportunities.

The CPRG program is designed to provide flexible support to communities regardless of where they are in their climate and implementation process. The upcoming opportunities will allow community-based organizations (CBO) serving frontline communities to engage with local and or state governments to design and implement programs that can help improve housing, increase access to clean transportation, reduce food waste, support renewable energy, and tackle other climate-related risks your communities identify.

Expected Deliverables:

The CPRG program provides funding for planning activities to regional climate action plans focused on reducing greenhouse gas emissions. The Greater Cincinnati Region was awarded $1 million to create a regional climate action plan for the MSA.

The regional climate action planning team has already started work and will fulfill three key deliverables as required to meet CPRG planning phase objectives. Our approach is defined by these three phases:

  • Priority Climate Action Plan (PCAP) due March 1, 2024

    • Includes a greenhouse gas inventory and high-level implementation measures to reduce greenhouse gas emissions.

  • Comprehensive Climate Action Plan (CCAP) due December 2025

    • Builds on the PCAP using resident input to create more nuanced and community-centered implementation measures. To provide your input on the CCAP, please visit Go Vocal.

    • OES engaged young people in these climate action planning efforts with the goal of incorporating youth voice in the CCAP. For results of the engagement and information about our process, please visit Thrive Together Youth Engagement.

  • Status Report due mid-2027

    • Checks in on the progress made on the implementation measures.

Our team will strive to support communities from the region pursuing this funding. We recognize that there is no one way to best connect with all our community partners and hope we can build a network that is understanding and inclusive of our region’s diverse needs. To achieve this, it will be crucial to have your support and guidance. Please reach out if you have any questions on how to best engage and keep an eye out for more engagement opportunities to come as the process evolves.

Partners co-leading the regional planning engagement process include: OKI Regional Council of Governments, Green Umbrella, Northern Kentucky Area Development District, Indiana University’s Environmental Resilience Institute, Southwest Ohio Air Quality Agency, and the City of Cincinnati.

Please contact Howard Miller with the City of Cincinnati's Office of Environment and Sustainability with any questions or comments on CPRG.
