The City of Cincinnati and Greater Cincinnati Water Works (GCWW) to assist residents experiencing financial difficulties related to the ongoing federal government shutdown and recent cuts to Supplemental Nutrition Assistance Program (SNAP) benefits.
Effective Friday, November 7, 2025, the City and GCWW will implement a moratorium on utility disconnections for nonpayment for eligible customers. The moratorium will remain in effect until the federal government shutdown ends. This action is being taken to ensure GCWW customers do not face service interruptions due to unpaid bills during this period. Account balances will continue to accrue, but the City wants to ensure residents maintain access to essential services during a period of heightened financial insecurity.
The moratorium is available for any SNAP benefit recipients and federal workers that accrue account delinquencies while they are not receiving benefits or salary due to the federal shutdown. Affected customers should call GCWW at 513-591-7700 and provide the utility with documentation of their eligibility for the pause, either a copy of their EBT card for SNAP beneficiaries or a copy of an official furlough notice for federal workers.
