Meet Mark A. Riley
Director, Department of Public Services
Mark A. Riley serves as the Director of the Department of Public Services (DPS) for the City of Cincinnati. As the leader of the City’s “every day department,” Mr. Riley oversees essential services that directly impact residents’ daily lives. These include:

Trash Collection

Snow and ice removal

Fleet management

Traffic and road operations

Maintenance of City facilities

Parking services
Mr. Riley leads a team of six superintendents who manage these critical service areas. He is committed to operating DPS with a business-minded approach—prioritizing efficiency, customer service, and responsiveness. A strong advocate for community engagement, Mr. Riley works to ensure that Cincinnati remains a great place to live, work, play, and do business by continuously enhancing the quality of its basic services.
Before becoming Director, Mr. Riley served as the Public Service Manager in Reynoldsburg, Ohio where he led key operational units such as Street Maintenance, Street Lighting and Signs, Water Distribution, Buildings, Code Enforcement and Zoning, Engineering, Stormwater and Sewer, and Snow and Ice Removal. He collaborated closely with community leaders to ensure operational excellence.
Mr. Riley’s public service career also includes leadership roles in several Ohio cities. He was Administrator for the Division of Water Distribution in Toledo, where he oversaw operations and the Lead Service Line Replacement Program. He also served as Division Manager of Street Maintenance in Dayton and as a Supervisor in the Public Works Department in Dublin.
He holds both a Bachelor of Business Administration and a Master of Business Administration in Organizational Management from Mount Vernon Nazarene University. Mr. Riley is also an active member of the American Public Works Association, where he chairs and serves on various committees.
