Proposed Use of TIF Funds for Mecklenburg Gardens Acquisition in Corryville
Background
The Corryville Community Development Corporation (CCDC) is a 501c3 organization dedicated to the revitalization of the Corryville neighborhood. While operating in the neighborhood, they have led significant development and redevelopment projects that have created 205 apartments, over 50 condominiums, and 140,000 sqft. of office, research, and retail space. The Mecklenburg Gardens restaurant closed in 2023 and has not been in use since. The property is vacant and blighted, with visible structural issues, including a collapsed exterior patio wall, known water intrusion at the foundation, a rusting and leaking roof, and out-of-code electrical concerns. The property has become a significant source of blight, crime, and risk to public safety. The funding request is solely for the acquisition of the property. CCDC will gain site control and then further plan the stabilization and redevelopment in the future. The request is for approximately $1.4 million in funds from the Corryville District Tax Increment Financing (TIF) district for acquisition and acquisition related expenses regarding the property.
