City Manager Presents Proposed FY 2020/2021 Budget

CINCINNATI – City Manager Patrick Duhaney today presented his proposed Fiscal Years 2020/2021 biennial budget to Mayor John Cranley.

The Recommended FY 2020-2021 Biennial Budget totals $1.4 billion and includes a $1.1 billion Operating Budget and a Capital Budget totaling $295.3 million. As required by state law, all funds are balanced.

This budget proposal prioritizes essential core services provided by Police, Fire and Public Services and places a significant emphasis on pedestrian safety and landslide mitigation. It also avoids furloughs and layoffs, and does not close any City health clinics, parks, or recreation facilities. To make this possible, however, numerous vacant positions were eliminated, and several employees may be shifted to existing vacant positions within the organization to reduce cost in the General Fund.

All this is accomplished while enhancing the City’s long-term fiscal stability and maintaining the City’s excellent financial management.

With the receipt of the budget proposal, Mayor Cranley has 15 days to review the document and make any revisions before delivering the amended version to the members of City Council, per the City Charter.

Achieving the goal of preserving core services was a true balancing act due to a variety of challenges the City faces this budget cycle. As such, this budget includes targeted and responsible reductions, while providing some targeted opportunities to enhance revenue.

The public is invited to play a key role in the budget approval process. In addition to regular Budget and Finance committee meetings, there will be three field hearings at locations across Cincinnati. The public hearings will take place Wednesday, May 29 at LeBlond Recreation Center (East End); Monday, June 3 at the University of Cincinnati’s Innovation Lab (Clifton); and Tuesday, June 4 at Madcap Theater (Westwood). All field hearings will begin at 6 p.m.

Final adoption of the Fiscal Year 2020 Budget is scheduled to occur Wednesday, June 19 at 2 p.m. during a regularly scheduled meeting of City Council. The budget must be passed by City Council before the start of the new fiscal year on July 1.
