When 311 receives a request regarding how, where, or how long a vehicle is parked, we first seek to determine if (1) the vehicle parked on the street (in the "right of way"), or (2) the vehicle parked on private property.

For vehicles on the street, there are three service categories with different handling:

• Parking Violation: A vehicle is blocking something (e.g., driveway, hydrant), parked in violation of signs, etc.
  • This type of request is processed by the Emergency Communications Center and is dispatched as soon as possible to the next available Parking Enforcement Officer or Police Officer working in that area.
• Abandoned Vehicle - Overtime Parking: A vehicle is in a legal space, is in a drivable condition, but has been there more than 24 hours.
  • This type of request (an "overtime parker") is routed in the 311 system to Parking Enforcement. It is typically a violation of Cincinnati Municipal Code 508-12.
• Abandoned Junk Vehicle: A vehicle is in a legal space, but is not in a drivable condition, and has been parked more than 48 hours.
  • This type of request (a "junk vehicle") is routed in the 311 system to the Police Department, and specifically to the Neighborhood Liaison Unit for the applicable police district. It is typically a violation of Cincinnati Municipal Code 758.

For vehicles on private property:

• Parking violations are generally the responsibility of the property owner. For example, if a vehicle is in a privately owned parking lot, the owner or manager of the property would arrange for the vehicle to be towed. The same is true if a vehicle is parked in your residential driveway on private property.
• If a vehicle is abandoned in a residential front yard, on an unpaved surface, this violation is handled by the Department of Buildings & Inspections.
• If a vehicle is abandoned in a residential back yard, and is either a junk vehicle, or is lacking a license plate, this violation is handled by the Cincinnati Health Department.
• If a vehicle is abandoned in a residential driveway (not your driveway), and is either a junk vehicle, or is lacking a license plate, this violation is handled by the Cincinnati Health Department.
