Enterprise Project Management and Digital Transformation (EPMO & DTO)
The Enterprise Project Management & Digital Transformation Office is a newly established division responsible for the strategic planning, governance, and execution of technology initiatives that drive organizational modernization and innovation. This division ensures that all projects are aligned with enterprise priorities, deliver measurable business value, and support the city’s digital transformation objectives.
Through standardized project management methodologies and governance frameworks, the division provides oversight across the full project lifecycle—from initiation and planning to execution, monitoring, and closure. Project managers coordinate resources, manage risk, and engage stakeholders to ensure successful delivery of complex initiatives while maintaining transparency, accountability, and consistency across the project portfolio.
EPMO & DTO oversees a wide range of technology efforts, including software development, cybersecurity, enterprise systems, communications infrastructure, data management, and emerging digital solutions. In addition, the division integrates change management practices to support successful adoption of new technologies, processes, and organizational improvements. By combining project management excellence, digital strategy, and change management, the division enables efficient operations, enhances service delivery, and advances the organization’s long-term mission and strategic goals.
