Civil Service Commission
The Civil Service Commission (CSC) is a three-member, independent appellate board for classified civil service employees. The Commission is responsible for overseeing the screening processes used in employee selection; establishing classifications and minimum qualifications for positions; and reviewing personnel actions such as transfers, reinstatements, provisional, emergency, and exceptional appointments. The Commission also serves as an appellate body for suspensions longer than three days, dismissals, demotions, layoffs, and medical separations. The Human Resources Department provides administrative support to the Commission in fulfilling these responsibilities.
Civil Service Commission meetings are held in Room 307, City Hall, 801 Plum Street, beginning at 9:00 a.m. Meetings are scheduled for the first and third Thursdays of each month. Please refer to the CSC calendar below for specific meeting dates.
Requests for a Civil Service Appeal or an Appearance before the Commission must be submitted in writing to the Civil Service Secretary. Appeals may be submitted using the form linked below. Requests to appear before the Commission must be sent via email to #CivilService@cincinnati-oh.gov no later than 12:00 p.m. (noon) on the day prior to the scheduled meeting.
Please note that a submission of a request by the 12:00 p.m. deadline does not guarantee placement on the agenda for the following day’s meeting. The Civil Service Secretary will confirm the scheduled date of appearance. While good faith efforts will be made to accommodate requests for the next meeting, this cannot be guaranteed. Requesters will receive written confirmation from the Secretary regarding the meeting date. If needed, requesters may coordinate with the Secretary to appear at a later meeting.
