Proposed Use of TIF Funds for Freeman Avenue Apartments
Background
The Freeman Avenue Apartments will produce 17 market-rate residential units – nine one-bedroom units and eight two-bedroom units. All units are proposed to have rent ranging from $1,300-$ 1,750 per month. The project includes approximately 1,675 square feet of commercial space in 1931 Freeman (two units) and 1935 Freeman (one unit). The total project cost is projected to be approximately $6.6M, with construction costs at approximately $4.9M. The project is estimated to take 18 months to complete and is projected to support the creation of 18 temporary construction jobs with a total annual payroll of approximately$1.2M and three permanent jobs with an estimated annual payroll of approximately $87,500. The developer intends to begin construction in the Summer 2025. Cincinnati’s Department of Community and Economic Development is asking for public feedback on an award of $750,000 to the project from the West End TIF District.
