Retiree Eligibility for Health Care

MEMBERS HIRED BEFORE JANUARY 9 , 1997

Members of the Cincinnati Retirement System who were hired before January 9, 1997 and retire from service with at least 15 years of service credit earned in CRS are eligible to purchase retiree healthcare coverage upon retirement from active employment. 

Members of the Cincinnati Retirement System who were hired before January 9, 1997 AND separate from active employment service prior to retirement eligibility, and have at least 15 years of service credit earned in CRS and take a deferred retirement, are eligible to purchase healthcare coverage upon retirement. 

MEMBERS HIRED ON OR AFTER JANUARY 9, 1997

Members of the Cincinnati Retirement System who were hired on or after January 9th, 1997 and retire from active service, must have at least 15 years of service credit earned in CRS to be eligible to purchase retiree healthcare coverage. The cost for such purchase is explained below. 

Members of the Cincinnati Retirement System who separate from active employment service prior to retirement eligibility, and have at least 15 years of service credit earned in CRS and take a deferred retirement are eligible to purchase healthcare coverage AFTER reaching 65 years of age OR upon reaching the Medicare Eligibility age in effect on the member’s 65th Birthday, if such Medicare Eligibility age is greater than 65 years at that time (per CMC 203.44(f)). The cost for such purchase is explained below. 

For those members hired on or after January 9th, 1997 who meet the minimum service credit requirements above,  the cost for health care coverage depends on the member’s TOTAL full years of service credit AND their age at the time of separation from service. Total years of service credit include service earned while a member of CRS AND service transferred or purchased from other Ohio State Retirement Systems, Military Service, or Out-of- State Federal service. Dependent Eligibility for Health Care

Effective Jan. 1, 2011, the following policy has been approved by both the Cincinnati Retirement System and Risk Management:

Active employees of the City of Cincinnati may not be enrolled as a spouse or dependent of a retiree of the Cincinnati Retirement System for healthcare coverage purposes.
