Streamlined SBE Certification
Thank you for your interest in the Streamlined SBE Certification Process from the City of Cincinnati.
The City of Cincinnati has adopted a Streamlined SBE Certification Process whereby it will accept certifications from approved certification agencies, as authorized by the Contract Compliance Officer.
The Contract Compliance Officer shall have the authority to approve a certification agency which predominately meets the City’s requirements so long as the business provides all additional information that is required by the City in order for it to meet the City's requirements for SBE certification. In such cases, the Contract Compliance Officer will not proceed with the application process until all additional required information submitted by the business is received by the Office of Contract Compliance. Any business seeking certification by the City of Cincinnati through the Streamlined SBE Certification Process must meet all the City’s SBE certification requirements delineated in Chapter 323 of the Cincinnati Municipal Code.
If the City’s SBE certification requirements or any approved certification agency's requirements change, the Contract Compliance Officer must review all approved certification agency requirements to verify that the approved certifying agency still qualifies for the streamlined SBE certification process. If any approved certifying agency is found to no longer qualify, all SBEs who were approved using that agency’s certification must be notified within thirty (30) days. The business will be informed that their City SBE certification will remain in effect until its termination date.
The approved certifying agencies accepted for the Streamlined SBE Certification Process are the State of Ohio EDGE Program and the Small Business Administration 8(a) Program. All requests for approval of a certifying agency's certification are to be made to:

All applicants requesting streamlining of their certification must meet the following requirements:
- Applicants must complete the one-page Streamlined SBE application and an affidavit attesting to the authenticity and truthfulness of the documentation presented. The City may request a copy of the application which the applicant submitted to the approved certification agency (i.e. State of Ohio EDGE Program, SBA 8(a) Program). A copy of a current approved certification agency’s certificate must accompany the application and affidavit.
- Under no circumstances may a business which is currently under suspension or debarment or which has been denied certification or recognition by the City of Cincinnati in less than one year preceding its request for streamlined certification with the City of Cincinnati SBE program, use this streamlined certification process to circumvent the imposed sanctions or actions of the City. Additionally all applicants for streamlined certification must be in current good standing with all other jurisdictions under which they are certified or recognized.
- The Contract Compliance Officer will verify that the information provided by the applicant meets the requirements of the City. If any additional information is required from the applicant, then the Contract Compliance Officer will request this information, in writing, from the business, which will have 30 days to respond. If the business does not respond in a timely manner, the Contract Compliance Officer will return the application incomplete. The City will require a site visit for all applications prior to approval.
Once the Compliance Officer approves the status of a company granted streamlined SBE certification, the company shall receive certification for a maximum period of two years; however, said status shall not be effective beyond the termination of their certification with the approved certification agency on which their City streamlined SBE certification is based. For example, if your certification with the EDGE Program or the SBA 8(a) Program expires in July 2013, your streamlined SBE certification with the City of Cincinnati will expire July 2013.
Important: Applicants requesting streamlined certification must be approved for SBE certification by the Contract Compliance Officer prior to bidding on contracts where they wish their participation to be counted towards the City’s SBE goals. Failure to do so will result in no credit being given, until such time as certification is approved by the Contract Compliance Officer.
The Contract Compliance Officer authorizes the State of Ohio EDGE Program certification and the Small Business Administration 8(a) Program certification for the City’s streamlined SBE certification process.
