Three Captains Assume New Command Positions

Colonel Thomas H. Streicher, Jr., recently announced that three captains will move to new assignments within the Cincinnati Police Department Sunday October 28.  Captain Andrew Raabe assumes command of the Criminal Investigation Section.  Captain Stephen Luebbe will head the Planning Section.  Captain Kimberley Frey is the new commander for District Three. 

Captain Andrew Raabe served as commander of District Three from February 2001 until his transfer this month to the Criminal Investigation Section.  He has been a member of the Police Department since 1974, and he has served in Districts One, Three and Five; in the Training Section at the Police Academy; in Tactical Planning, and in Patrol Administration.  As commander of District Three, Captain Raabe addressed safety and quality of life issues with innovative programs and partnerships, working closely with business and community groups to identify problems, direct resources and target enforcement.  He regularly attended meetings of community organizations and was always available to hear their needs and concerns.  Community leaders, in return, recognized and appreciated his complete dedication to duty and service.  Community involvement has increased during his tenure at District Three:  Citizens on Patrol groups in four neighborhoods; expanded neighborhood watch programs; volunteer Court Watch programs for Westwood and Price Hill; and the nation's largest "Safe City" project with law enforcement, education, business and community groups  partnering to enhance communication, combat crime and eliminate blight along the Glenway Avenue corridor. 

Captain Stephen Luebbe’s most recent assignment prior to assuming command of the Planning Section was commander of the Criminal Investigation Section, where he oversaw operations of the Homicide Unit, Personal Crimes Unit, and the Major Offenders Unit.  He began his career with the Police Department in 1980, and he has served in Districts One, Three and Four; in the Inspections Section; as an investigator and, later, as head of the Personal Crimes Unit in the Criminal Investigation Section; and in the administration of both the Resource Bureau and the Patrol Bureau.  Under his command, the Criminal Investigation Section developed a project to use the city's I-Net to share information on wanted persons and intelligence data among every operational unit of the department.  He has established strong and effective working relationships with victim support and advocacy groups, and obtained grant funding for a victim's assistance liaison to locate and coordinate social services for those who have lost a loved one.  Captain Luebbe brings solid experience, administrative skills and innovative approaches to his new assignment in the Planning Section.

District Three's new commander, Captain Kimberley Frey, has served as Patrol Administration Commander for the past two years, with responsibility for managing all of the administrative processes and reports for the Patrol Bureau's five Districts and Special Services Section.  She has also served as Deputy SWAT Commander and as commander of the Vortex Unit's operations throughout the city.  She began her career with the Police Department in 1981 and has served in Districts Three and Five; in Special Services Section's Parks Unit; in the Intelligence and Internal Investigations Sections; and as an investigator, Personal Crimes Unit Commander, and Homicide Unit Commander in the Criminal Investigation Section.  She is a strong and effective communicator who combines excellent organizational skills with knowledge of the fundamentals and specialized functions of policing.  Her exceptional leadership has won the respect of peers and subordinates throughout the department.  Both personally and through the work of those she commands and leads, Captain Frey continues to have a positive impact on the communities of Cincinnati.   Chief Streicher believes Captain Frey is a great match for District Three:  she grew up on the West Side and is a graduate of Seton High School.
