Community Problem Oriented Policing

Community Problem Oriented Policing (CPOP) — A philosophy and methodology designed to tackle community problems through a partnership between the employees of the City and the residents of Cincinnati.

City employees and the community work together, under the direction of the Cincinnati Police utilizing a consistent process of Scanning, Analysis, Response and Assessment (SARA) to resolve problems. Problems are defined as two or more incidents that are similar in nature, that cause or are capable of causing harm, and the community wants the police to do something to resolve them.
