In accordance with the National Environmental Policy Act (NEPA), the City conducted an Environmental Assessment (EA) and a Supplemental Environmental Assessment (SEA) for the Cincinnati Streetcar Project. A Finding of No Significant Impact (FONSI) was issued on June 10, 2011.
- 2007 Cincinnati Streetcar Feasibility Study
The Cincinnati Streetcar Feasibility Study was conducted by HDR Decision Economics and validated by the University of Cincinnati’s Economic Center for Education and Research. This study examines the factors of land use, traffic engineering, environmental impact, and cost in order to determine the practicability of a streetcar in Cincinnati. Additionally, the Feasibility Study measures the economic benefits to the community from such an investment. Maps included as part of the appendices to this study can be found here.
- 2009 Cincinnati Streetcar Uptown Connector Feasibility Study
This study was performed by HDR Engineering to evaluate potential alternatives for the portion of the Phase I streetcar route linking the downtown loop with the University of Cincinnati and Uptown neighborhoods. This portion of the route involves a relatively short, but steep climb up the hillside separating Uptown and Downtown and this study evaluated technical considerations, as well as capital and operating cost implications.
- Cincinnati City Council Funding Commitments
Cincinnati City Council has demonstrated a significant funding commitment to the project by passing the following ordinances authorizing up to $64 Million in local funding supported by Tax Increment Financing (TIF), City capital resources, and proceeds from the sale of City-owned property at Blue Ash airport.

City/SORTA Intergovernmental Agreement
In May 2011, the City and SORTA executed this Intergovernmental Agreement under which SORTA, as the local designated recipient of FTA funding, will serve as the recipient of federal grant funds awarded to the Cincinnati Streetcar project and the City of Cincinnati will serve as a sub-recipient.
