Community Development Block Grant Recovery (CDBG-R)

Award Description:
The City of Cincinnati received $3,490,694.00 in CDBG Recovery Program funding to carry out the Community Development Block Grant program under Title 1 of the Housing and Community Development Act of 1974 on an expedited basis. This funding supports community development activities.

Description of Jobs Created: Work performed on the City's Community Development Block Grant Recovery (CDBG-R) Program has retained 5.19 FTE and created 0.14 FTE in the second quarter of 2010. A total of 1.10 FTE was retained for construction work to repair homes as part of the NEP Homeowner repair program. An additional 1.85 FTE for construction and electrical work were retained for the Warsaw Avenue Streetscape. These FTE included professional project managers, construction positions, and electricians. A total of 1.43 FTE of overtime was performed by retained police personnel. A total of 0.53 FTE was retained and 0.14 FTE was created by the Private Lot Abatement project. All positions associated with this project were laborers. The remaining 0.28 FTE was retained by City for City administrative work. This work has been performed by a manager and professionals in the Office of Budget and Evaluation and the Department of Community Development.

Quarterly Activities: The Community Development Block Grant Recovery (CDBG-R) funds received by the City will be used on fifteen different projects, one of which is City administration. Eight projects providing a public service to the community were completed in the first quarter of 2010. These projects include the following: YWCA Abuse and Homelessness Prevention, YWCA Empowering Youth, Smart Money Community Services, STOP AIDS, Cincinnati Area Senior Services, Center of Chemical Addiction and Treatment, Cincinnati Union Bethel - Anna Louise Inn, and Cincinnati Union Bethel - Off the Streets. The NEP Homeowner Repair program corrected code violations and made other physical improvements for 3 homeowners. The Drug Elimination program continued to provide increased law enforcement activities related in the Over-the-Rhine neighborhood. These activities resulted in arrests, the confiscation of guns and illegal substances. Rehabilitation of the American Can Building is slated to launch into full construction shortly. Building permits are being issued, contracts are being finalized, and subcontractors are being selected. The scope of the stimulus funded work is expected to run July through October of 2010 the greater project should be completed and occupied in late 2011. The Warsaw Avenue Streetscape project continued construction work. The water main work is completed. Streetscape work is nearly completed along Warsaw Avenue with new brick pavers, concrete sidewalk, light posts and sign poles. Demolition and construction of new walks on St. Lawrence Ave. and Enright Ave. have begun. The Private Lot Abatement project began in June with 88 lots in targeted areas cleared of blight. The contract for the Emergency Shelter Improvements project was executed in June. Finally, the City administrative work focused on implementing the programs and continuing to meet the reporting requirements of the American Recovery and Reinvestment Act.
