ORDINANCE (EMERGENCY), submitted by Milton Dohoney, Jr., City Manager, on 9/23/2008, authorizing and directing the City Manager to establish terms and conditions for the presentation of "Red Bull Soap Box Derby" by Red Bull and Mountain Sports International on St. Paul Place from Monastery Street to terminus, Pavilion Street from St. Paul Place to St. Gregory Street, St. Gregory Street from Pavilion Street to Hatch Street, Hatch Street from Louden Street to Wareham Drive, Wareham Drive from Paradrome Street to Van Meter Street, and Elsinore Avenue from Wareham Drive to Van Meter Street beginning at 10:00 A.M. on Thursday, October 2, 2008, ending at 6:00 P.M. on Sunday, October 5, 2008; authorizing and directing the City Manager to take such actions as are necessary and proper to implement the presentation of "Red Bull Soap Box Derby," notwithstanding the provisions of Chapter 713, Chapter 723, Sections 1 and 11, Chapter 839, Chapter 845, Section 506-91, Chapter 321, and other purchasing related ordinances and any other provisions of the Cincinnati Municipal Code which would prohibit programs deemed proper by the City Manager in the presentation of "Red Bull Soap Box Derby"; approving the use of the above-described area for the sale of beer and wine subject to the issuance of proper licenses by the State of Ohio and procurement of liquor liability insurance; prohibiting the solicitation of monies; prohibiting the sale of wares by peddlers and itinerant vendors except by persons associated with and as authorized by Red Bull and Mountain Sports International in the area bounded by the east and west curb lines of St. Paul Place from Monastery Street to terminus, the north and south curb lines of Pavilion Street from St. Paul Place to St. Gregory Street, the east and west curb lines of St. Gregory Street from Pavilion Street to Hatch Street, the north and south curb lines of Hatch Street from Louden Street to Wareham Drive, the east and west curb lines of Wareham Drive from Paradrome Street to Van Meter Street, and the north and south curb lines of Elsinore Avenue from Wareham Drive to Van Meter Street for the period of time beginning at 10:00 A.M., October 2, 2008, through 6:00 P.M., October 5, 2008.
