 7-200801212   MOTION, dated 10/7/2008 submitted by Councilmembers Bortz and

               Crowley, that the adopted Human Services Commission

               recommendations be amended to state that no single agency may

               have more than two program initiatives funded, and that no

               agency may be awarded more than $250,000. When two or more

               agencies are collaborating on an application that new

               collaborative will be considered as a distinct applicant. WE

               FURTHER MOVE that the pre-application deadline will be November

               21, 2009 and the final application deadline will be January 25,

               2009. WE FURTHER MOVE as part of this transitional year only

               that all agencies currently funded can be eligible for an

               automatic three month extension if their pre-application is

               approved. However, all agencies that wish to be funded for the

               twelve month period beginning April 1, 2009 must apply for funds

               according to the Human Services Commission recommendations. WE

               FURTHER MOVE that all agencies receiving human services dollars

               via the community development budget be held to the same

               standard of accountability and follow the defined process.

 8-200801227   MOTION, dated 10/06/2008, submitted by Councilmembers Cranley,

               Qualls, Thomas, Berding, Bortz and Vice Mayor Crowley, that

               Council adopt the attached ordinance to authorize the CincyCare

               pilot program -- which will provide primary healthcare services

               for working Cincinnatians; and that the CincyCare pilot program

               be funded by a $600,000 annual grant of CDBG dollars, a one-time

               grant of $37,500 from the Over the Rhine Home Buyers Loan

               Program, or other sources the administration identifies; and

               that the Administration and Health Department contract,

               according to the outlines of the outlines of the attached

               ordinance, with the Health Foundation of Greater Cincinnati,

               UMR, a UnitedHealthcare Company, Interactive Health Solutions,

               and KGB Advertising in October, 2008, so that CincyCare can be

               in place in early 2009 and can leverage the financial

               commitments of these organizations.

               from John P. Curp, City Solicitor, APPROVING the implementation

               of the CincyCare Phase One Pilot Program; COMMITTING to fund the

               program with the sum of $600,000.00 per year utilizing 2009-2010

               CDBG funds, contingent upon the receipt of said funds and

               completion of the Consolidated Plan citizen participation

               process; and further AUTHORIZING the transfer and return to

               source Other City Deposits Fund 638 the sum of $37,500.00 from

               existing capital improvement program project account number

               980x164x02904 "OTR Arts Dist Home Buyers Loan," and further

               AUTHORIZING the transfer and appropriation of the sum of

               $37,500.00 from the unappropriated surplus of Other City

               Deposits Fund 638 to Public Health Research Fund 350 for the

               purpose of providing resources to support the CincyCare Phase

               One Pilot Program

 

 

 10-200801125  ORDINANCE (EMERGENCY) submitted by Milton Dohoney, Jr., City

               Manager, on 9/24/2008, authorizing the Board of Health to apply

               for and accept a grant in the amount of $100,000.00 from the

               Health Foundation of Greater Cincinnati to provide funding to

               enhance access to care by providing care coordination for the

               uninsured into primary medical homes utilizing a network of

               preventive and primary care providers and community health

               report to Council the feasibility of an Anti-Idling Policy for

               all applicable vehicles in the City's fleet. WE FURTHER MOVE

               that the program shall record the amount of gas per gallon

               pumped into each municipal vehicle and record the mileage at the

               time of every fill up for all applicable vehicles in the City's

               Manager, on 10/1/2008, authorizing the grant of an Environmental

               Covenant over the property located at Center Hill Road and Este

               Avenue in favor of the State of Ohio, which covenant will not

               contravene any municipal purpose and AUTHORIZING the City

               Manager to enter into an Operation and Maintenance Agreement

               with the State of Ohio in conjunction with the grant of the

               ESTABLISHING the Office of Maternal and Infant Health and Infant

               Mortality Reduction (MIHIMR) in collaboration with Hamilton

               County and creating a sub-committee of the Child Fatality Review

               Team to collect data pertaining to infant mortality in Hamilton

               County.
