ORDINANCE, (EMERGENCY) dated 9/10/2008 submitted by Councilmember Qualls, ESTABLISHING a new capital improvement program project account no. 980x162x03513 "Glencoe Hotel and Condominiums" and AUTHORIZING the transfer and appropriation of the sum of $300,000.00 from the unappropriated surplus of the Miscellaneous Permanent Improvement Fund 757 to the Glencoe Hotel and Condominiums Project Account, for the purpose of providing pre-development funding to Dorian Development Ltd., and Ohio limited liability company (the "Developer"), for the Glencoe Hotel and Condominiums project in Mt. Auburn; and DIRECTING the City Manager to enter into a contract providing for the granting and disbursement of these funds to the Developer, for the purposes described herein.

MOTION, dated 06/03/08, submitted by Councilmembers Berding and Cranley, that detailed information on all of the City's expenditures equal to or more than the amount of $2,000 (two thousand dollars) be listed on the City's website, www.cincinnati-oh.gov, in a searchable format and be available to the public in paper and disk formats within a timely manner after a request has been made. The database for expenditures over said amount should be updated frequently, at a minimum of once a month. The list of expenditures should include all expenses starting January 1, 2008; and that the payees name and city or origin be listed, as well as the amount, a descriptive purpose of the expense, and which department debited the expenditures; and that expenditures subject to search shall include any check, electronic fund transfer, purchase order, direct voucher, grant, leasehold, contract, and subcontract. Transfers between City agencies, payroll information and state or federal assistance to individuals shall be excluded. The database should be executed in the least expensive manner possible.
