And litter is quickly accumulating. The provisions that apply to commercial or industrial structures shall be amended so that any renovation or new construction of a commercial or industrial property that is to be occupied by a small business be exempt from the requirement that their tax abatement application be approved by City Council. 2. For a small business, lower the minimum cost of improvements necessary to trigger eligibility for a commercial or industrial tax exemption from $100,000 to an amount deemed appropriate by the administration that would enable the majority of small businesses in Cincinnati to participate in this program. However, that amount must not be lower than $5000. I FURTHER MOVE that for the purpose of this motion, small business shall be defined using the current federal Small Business Administration Guidelines that are currently used by the City of Cincinnati's Small Business Division. I FURTHER MOVE that the Law Department investigate the legality of developing a single ordinance that would pertain to all Community Reinvestment Area tax abatements given to small businesses. This anti-blight initiative will: Exempt the Department of Community Development (DCD) from paying fees to Cincinnati Water Works (CWW)on vacant or blighted city-owned properties and use these savings to provide funding to establish a new full-time Housing Court that will expedite the removal of blighted properties by enforcing building, housing, health and safety regulations. Cost-savings in future years will be used to fund additional demolition of blighted buildings. Create a Side Lot Transfer Program that allows homeowners who are current in the payment of property taxes and do not face liens or violations of city health or building codes to purchase for $1 adjacent parcels that have been acquired by the City for the purpose of blight abatement, and on which the City has demolished a blighted structure. Homeowners will be responsible for property taxes, maintenance costs and water bills on the purchased property, which will be subject to reversion to the City if these responsibilities are not met.
