MOTION, dated 03/26/2008, submitted by Councilmember Bortz, that Cincinnati City Council approves the development of a Streetcar System that will link downtown Cincinnati with the Uptown area; and accept the recommended financing plan present by the Administration, which balances the available capacity in Tax Increment Financing (TIF) and Capital sources t insure that such sources remain viable for other City projects and does not use dollars that are available for the City's general operating expenses; and that the Administration enter into discussions with public and private institutions and companies about their financial commitments to the project; and that signed Memoranda of Understanding (MOU) with all public and private institutional and corporate partners for each phase will be place prior to construction beginning of the phase. The MOU's shall specify benchmarks, financial commitments, timing and other activities to assist the project; and that prior to construction the Administration present a sustainable Operations and Maintenance financing plan for phase 1A that does not primary rely on the City's Capital or Operating Budgets; and that the Administration explore a minimum of two contingency financing plans for the capital and operations and maintenance of Phase 1B in the event federal funds are not secured for the project. The funding plan cannot primarily rely on the City's Capital Budget to fill the gap.; and that the Administration provide city-council with a list of studies, their sequence, expected completion dates, and decision points for council for the streetcar line.

Bring forward a budget that is fiscally sound and structurally balanced -- increases the City's needed reserves to a level of 10% of annual General Fund revenue, provides the needed Reserve for Contingencies, adequately funds our employee pension system, secures the City's ability to meet and maintain long term obligations, continues policies that secure the City's bond rating, increases revenue to capital enhancements which will provide better public services such as fixing sidewalks, filling potholes and maintaining streets. 2. Make neighborhood walking patrols a permanent foundations of police deployment and escalate their use consistent with the Police Department's continued emphasis on community Oriented Policing Strategies, and continued funding for the CIRV initiative as long as data shows results. 3. Support the work of the Fire Department, consistent with the forthcoming recommendations of the Ambulance Task Force and Council action, to address the current shortage of emergency medical transportation vehicles. 4. Adequate resources should be made available in the Office of Environmental Quality, and in other City Department budgets as needed, for the proper implementation of the Cincinnati-s Environmental Justice Ordinance, the Climate Protection Action Plan, expansion of the City's recycling program, the implementation of the Scenic View Study Recommendations and the development of an Internal Environmental Compliance Program. In the short time that it has been in existence the newly constituted Office of Environmental quality has enabled us to make a great deal of progress in terms of improving the health and environment in Cincinnati. MOTION, 06/09/2008, submitted by Councilmember Qualls, Since the property tax rollbacks began in the year 2000, our neighborhoods have taken a severe hit. Vacant housing units increased by over 5%(1), compared to 2% for the entire previous decade. The neighborhoods outside of Uptown and Downtown lost over 3000 jobs between 2005 and 2007(2). Neighborhoods that have been waiting for decades to have sidewalks and curbs added to their unimproved streets have little hope of seeing that happen. There is a shortage of ambulances. Police and fire stations are deteriorating. Parks are cleaned less. Recreation centers are becoming obsolete. Swimming pools are closing do to age and the expense of maintenance. And litter is quickly accumulating. Because the City is inadequately funding its facility needs, such as the repair of existing police and fire houses and construction of new ones, operating and maintenance costs for these facilities are increasing each year. Not only does this negatively impact the operating budget, it also hinders service delivery to the citizens(3). (BALANCE OF MOTION ON FILE)

MOTION, dated 06/09/2008, submitted by Councilmember Thomas, that the following policy items be included in the 2009-2010 Budget Policy Resolution: 1. Continue the City's commitment to reducing crime by continuing to support the Cincinnati Initiative to Reduce Violence (CIRV) and to increase it budget to include 7 additional Street workers. The process has been so successful that group related homicides have been reduced tremendously. However, in order to accommodate the high volume of requests for service additional Streetworkers are necessary. 2. Continue to support the Fire Department's efforts to train additional Emergency Medical Services (EMS) personnel, which will assist them in addressing future budget issues. 3. Prioritize the allocation of Human Services funding to place greater emphasis on youth development, particularly in urban core neighborhoods, for the 14-25 age group. To address the growing number of homicides and violent crimes in our city it is critical that we continue our efforts to seriously impact the problems associated with our youth and young adults. MOTION, submitted by Councilmember Monzel, that the administration expend the maximum allowable amount of available resources (CDBG, Neighborhood Stabilization Program, etc) for the purpose of acquisition and demolition of blighted structures in city neighborhoods. (STATEMENT ATTACHED)

MOTION, dated 11/17/2008, submitted by Councilmembers Qualls, Bortz, Berding and Vice Mayor Crowley, that Cincinnati City Council establish a carve-out group, as recommended by the Task Force for Retirement Security, to mitigate some of the financial stress caused by the Modified PPO for pre-September 2007 retirees. The carve-out would be expanded from the Task Force for Retirement Security's recommendation to include retirees who are 65 years of age of older, with 30 or more years of service credit with the Cincinnati Retirement System, and an annual benefit of $30,000 or less. This group will receive the following changes to the Modified PPO: 1. Reduce the deductible from $100 to $0. 2. Reduce the maximum medical out-of-pocket from $1000 to $500. 3. Reduce the maximum prescription drug out-of-pocket from $1000 to $500 4. As with all proposed changes to the retiree plan, there would be no premium cost for the retiree.

MOTION, dated 11/21/2008 submitted by Vice Mayor Crowley and Councilmembers Cole and Qualls, to change the proposed funding allocation outlined in the Substantial Amendment to the Consolidated Plan/Action Plan. This grant program referred to as the Neighborhood Stabilization Program (NSP) appropriates emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties; that the NSP Housing Unit Projection totals be adjusted to reflect an increase from 70 units to 80 units in "Rehabilitation and Redevelopment of Foreclosed or Abandoned Properties"; and that the NSP Housing Unit Projection totals be adjusted to reflect a decrease in "Demolition of Blighted Structures" from 143 units to 93 units. To increase the units that are rehabilitated by 10, we need to decrease the demolitions by 50 units to stay within the NSP funding allocation. (STATEMENT ATTACHED)

MOTION, dated 12/05/2008, submitted by Councilmember Thomas, I MOVE that the Mayor's 2009-2010 Budget be adopted with the following changes: On June 25, 2008 the City Council approved a Motion (Doc. 200800818) to include $5.4M in the 2009/2010 Budget for the Glencoe Hotel & Condominiums Project, under the Capital Budget for Neighborhood Development. The City Manager's Budget does not recommend using the Blue Ash Airport proceeds as a funding source. The developer has since received a $4M award of tax credits from the Ohio Department of Development to be available in 2011. Therefore, I FURTHER MOVE that the following allocations are made to fund the Glencoe Hotel & Condominiums Project using the sources and schedule identified below: Total Glencoe Project Funding 2009/2010 3,620,000; I FURTHER MOVE that $100,000 for the Drug and Gun Elimination Program in Over-the-Rhine is restored from the $1,864,710 allocated for Police Visibility Overtime. This would be an appropriate use of the funds because the program funds an off-duty police detail with the main objective of eliminating drugs and guns. It will also allow for continued stabilization and revitalization of this area.; I FURTHER MOVE that the Cincinnati Children's Drug & Poison Information Center funding of $75,000 is restored from the anticipated FEMA reimbursement to the City of Cincinnati.; I FURTHER MOVE that $450,000 is restored to the budget to subsidize neighborhood health clinics from the anticipated FEMA reimbursement.; I FURTHER MOVE that the Cincinnati Business Incubator is funded $392,376 from the $2.9 million in the City Facility Renovation Project. The building, which has historic designation, is crumbling. Since the building cannot be torn down it is imperative to stabilize the structure.

MOTION, dated 12/05/2008, submitted by Vice Mayor Crowley, This proposal identifies changes to the Mayor's Recommendations to the 2009/2010 Biennial City Budget. The following recommendations identify a total of $5,701,480 in additional spending and an offsetting total of $5,701,480 in budget expenditure reductions. This creates a balanced budget in 2009-2010 while restoring adequate levels of needed basic services in many other areas. Budget Additions: I MOVE that an additional $1 Million of the general fund be allocated in each 2009 and 2010 for Human Service programs. The programs that receive these funds shall demonstrate they are providing the citizens of Cincinnati with quality services in line with City Council's priorities. Cost: $2 Million in the biennium.; I FURTHER MOVE that $6,450 in funding is allocated to the Martin Luther King Day event. Cost: $12,900 in the biennium.; I FURTHER MOVE that $450,000 to fund the Federally Qualifies Health Centers is restored. Cost: $900,000 in the biennium.; I FURTHER MOVE that the Fire Paramedic Training Program be funded for 1 year at $1,402,750. WE FURTHER MOVE that the City Manager's proposed reorganization of the Economic Development Department should not proceed, and consistent with the Lemmie-Schaefer Report, the function should remain in the City Manager's office to facilitate cross departmental cooperation. WE FURTHER MOVE that the Police Department give preference to hiring recently laid off Hamilton County Sheriffs in lieu of an additional recruit class.

MOTION, dated 12/12/2008, submitted by Councilmember Thomas, that personnel costs for a City Nursing Home Ombudsman be funded at $54,805 per year. In view of the fact the City is no longer inspecting and licensing nursing homes and residential care facilities, having a City Ombudsman is an effort to provide some oversight into quality of care.

MOTION dated 12/16/2008, submitted by Vice Mayor Crowley, that City Council support the addition of a Bed Bug Inspection Program at $291,760. This will provide additional staffing and support to respond to requests by residents to inspect their dwelling due to bed bug infestation; and that the aforementioned 2009-2010 budget addition be offset by the funds that we proposed to support the Solid Waste Service Enhancement Initiative which was $395,620 in 2009, and $803,490 in 2010. MOTION, dated 12/16/2008, submitted by Vice Mayor Crowley, that City Council support the addition of a Climate Protection Coordinator. This Senior Environmental/Safety Specialist will manage the implementation of the Climate Protection Plan. The Cost of this position will be $57,900 in 2009 and $57,900 in 2010 from the General Fund; and that City Council support the addition of an Internal Environmental Compliance Program to the Office of Environmental Quality. This increase will be funded in the Employee Safety Fund 212. MOTION, dated 3/17/2009 submitted by Councilmembers Qualls and Harris that the City of Cincinnati not consider segways as tour vehicles that are subject to public vehicle license fees. I further move that the City of Cincinnati not consider bicycles used by messengers as commercial vehicles subject to commercial vehicle license fees. (STATEMENT ATTACHED)

MOTION, dated 04/07/2009, submitted by Vice Mayor Crowley and Councilmembers Bortz and Berding, that the human service funding recommendations as reported by the Administration be approved; and that the Council approve the appointments to the HSAC/CDAB no later than June 1; and that the HSAC/CDAB provide recommendations to City Council, no later than September 30, 2009, on the number and type of priority areas for human services funding; and that the Human Services Commission (HSC), scheduled to meet on April 15th, review the 2009 process: 1. To ensure that the proposed services are evidenced-based with clear and measurable outcomes and report on same. 2. To report on process improvements for 2010; and that the City partner with the Greater Cincinnati Foundation by contributing $500,000 to its "Watering the Storm" fund in order to provide assistance to agencies affected by this transition. The Administration should report back on sources in two weeks and should prioritize the use of stimulus funds including CDBG, Homeless Prevention, and JAG.

MOTION, dated 7/22/2009 submitted by Councilmembers Ghiz and Monzel WE FURTHER MOVE that $30 million in RFPs for general fund services be issued before the end of 2009 to realize savings as soon as possible; WE FURTHER MOVE that the services to be put to bid include those specified in the City Hall Works Report (Recommendation MC-1) and the following suggestions: solid waste collection, neighborhood investment services, property management, winter maintenance; WE FURTHER MOVE that the Administration develop the necessary policies and procedures for implementing managed competition by September 14, 2009; WE FURTHER MOVE that savings from the managed competition program be used to prevent layoffs to the fullest extent possible. ORDINANCE, dated 12/17/2007 submitted by Councilmember Cole, AMENDING Ordinance No. 119-2007, which regulates Community Reinvestment Area exemptions, in order to provide that commercial or industrial property that is to be occupied by a small business be exempt from the requirement that the tax abatement application submitted by the small business be approved by Council, and further providing that the minimum cost of improvements necessary to trigger eligibility for a commercial or industrial tax exemption by a qualifying small business shall be reduced from $100,000.00 to the amount of $40,000.00

The provisions that apply to commercial or industrial structures shall be amended so that any renovation or new construction of a commercial or industrial property that is to be occupied by a small business be exempt from the requirement that their tax abatement application be approved by City Council. 2. For a small business, lower the minimum cost of improvements necessary to trigger eligibility for a commercial or industrial tax exemption from $100,000 to an amount deemed appropriate by the administration that would enable the majority of small businesses in Cincinnati to participate in this program. However, that amount must not be lower than $5000. I FURTHER MOVE that for the purpose of this motion, small business shall be defined using the current federal Small Business Administration Guidelines that are currently used by the City of Cincinnati's Small Business Division. I FURTHER MOVE that the Law Department investigate the legality of developing a single ordinance that would pertain to all Community Reinvestment Area tax abatements given to small businesses. I FURTHER MOVE that the administration develop a tax abatement application for small business similar to the current tax abatement application for residential renovation and construction; as well as a model third-party agreement contract to ensure that a small business that leases property and makes improvements to that property will also be able to benefit from this program. MOTION, dated 3/6/2009 submitted by Councilmembers Harris, Berding, Qualls, Bortz, Ghiz, Monzel, Thomas and Vice Mayor Crowley that Council approve the Fight Blight, Support Homeowners and Improve Property Values Initiative that will increase funding for the elimination of blighted buildings and help neighborhood groups and homeowners immediately and inexpensively acquire and improve properties and public safety in their neighborhoods. This anti-blight initiative will: Exempt the Department of Community Development (DCD) from paying fees to Cincinnati Water Works (CWW)on vacant or blighted city-owned properties and use these savings to provide funding to establish a new full-time Housing Court that will expedite the removal of blighted properties by enforcing building, housing, health and safety regulations. Cost-savings in future years will be used to fund additional demolition of blighted buildings. Create a Side Lot Transfer Program that allows homeowners who are current in the payment of property taxes and do not face liens or violations of city health or building codes to purchase for $1 adjacent parcels that have been acquired by the City for the purpose of blight abatement, and on which the City has demolished a blighted structure. Homeowners will be responsible for property taxes, maintenance costs and water bills on the purchased property, which will be subject to reversion to the City if these responsibilities are not met.
