COMMUNICATION, submitted by Councilmember Chris Bortz, from East End Area Council, Dear Councilmember Bortz, At our June 1st meeting, the East End Area Concil discussed the 3-C Project. The proposal includes, as a "temporary" route, diesel heavy-rail passenger trains running though the East End on the Oasis Line to an AMTRACK station which would be located on the riverfront, potentially in the park by Montgomery Inn Boat House. The Oasis line is being considered primarily because Federal Stimulus Funds need to be spent in 18 months, and the Oasis is available to meet the deadline.

MOTION, submitted by Mayor Mark Mallory and Vice Mayor Crowley, WE MOVE that the Proposed Climate Protection Action Plan is hereby endorsed and adopted as the Climate Protection Action Plan for the City of Cincinnati. WE FURTHER MOVE that a Climate Protection Steering Committee, composed of leaders representing a wide range of Cincinnati constituencies, be appointed by the Mayor to oversee the implementation of this Plan. WE FURTHER MOVE that the administration begin implementing this Plan and begin securing the participation of potential partners who may assist in the implementation of this plan. WE FURTHER MOVE that the City Manager provide staffing and resources to begin implementations efforts, including continuation of the temporary Climate Protection Coordinator position through the remainder of 2008, and consider the Plan's recommendations in developing the FY 2009-2010 budget. WE FURTHER MOVE that the administration provide regular updates to the Health, Environment and Education Committee of City Council, evaluating the efforts to date and recommending any appropriate improvements or updates to the Climate Protection Action Plan. WE FURTHER MOVE that all Cincinnati area residents, businesses, institutions, and governmental entities are encouraged to take actions, consistent with this plan, to reduce greenhouse gas emissions. MOTION, dated 10/7/2008 submitted by Councilmembers Bortz and Crowley, that the adopted Human Services Commission recommendations be amended to state that no single agency may have more than two program initiatives funded, and that no agency may be awarded more than $250,000. When two or more agencies are collaborating on an application that new collaborative will be considered as a distinct applicant. WE FURTHER MOVE that the pre-application deadline will be November 21, 2009 and the final application deadline will be January 25, 2009. WE FURTHER MOVE as part of this transitional year only that all agencies currently funded can be eligible for an automatic three month extension if their pre-application is approved. However, all agencies that wish to be funded for the twelve month period beginning April 1, 2009 must apply for funds according to the Human Services Commission recommendations. WE FURTHER MOVE that all agencies receiving human services dollars via the community development budget be held to the same standard of accountability and follow the defined process. MOTION, dated 10/22/2008 submitted by Vice Mayor Crowley, that it be prohibited for any person to use City funds for the purchase of incandescent light bulbs. I FURTHER MOVE that the City Manager may exempt specific transactions from this prohibition if he finds that no practical alternative to incandescent light bulbs exists for a particular application. I FURTHER MOVE that all incandescent light bulbs currently in use in City Hall shall be removed within 1 month following the effective date of this resolution. (STATEMENT ATTACHED)

MOTION, dated 02/23/2009, submitted by Councilmembers Qualls, Thomas, Harris, Berding, Bortz and Vice Mayor Crowley, that the Cincinnati Health Department: Issue and reissue vacate orders directly to all families currently living in rental housing with known lead hazards; Provide relocation assistance to those families; Assure that all housing vacated due to lead hazards remains vacated until the lead hazards are abated; Prosecute landlords who re-rent housing with unabated lead hazards; Prosecute landlords who have not complied with lead hazard control orders in a reasonable time; Report lead-testing rates for one and two year old Medicaid enrolled children to Council every three months (lead testing rates trigger enforcement action); and Report Health Department orders along with Building Code orders on site where Building Code orders are currently available. MOTION, dated 04/14/2009, submitted by Vice Mayor Crowley and Councilmember Bortz and Berding, that City Council should allocate General fund Human Services dollars to areas that will have the greatest impact on the overall quality of life for Cincinnati; and that City expenditures should provide for a good quality of life, promote public safety, and support our most vulnerable citizens with the greatest impact that our limited dollars can provide; and that City Council allocate Human Services dollars to the following new priority areas; 1) Public Safety (40% of the budget), 2) Self-Sufficiency (40% of the budget), and 3) Emergency Food and Clothing (at 20% of the budget); these categories are defined below. Notification of residents currently living in rental housing with known lead hazards; 2. Status of all newly identified properties with known lead hazards, (i.e., notification, placarding, relocation assistance, etc.); 3. Status of relocation of families with children currently living in rental units with open lead orders, including the number of families, cost of relocation, and potential sources of funds (including sources of funds from Hamilton County Department of Jobs and Family Services to relocate families with minor children); 4. Number of children who have been tested for lead directly by CHD, or processed by CHD; the number of those who are enrolled in Medicaid; and a summary of the testing results broken down by results of > 15 ur/dl, > 10 ug/dl, and > ug/dl; 5. Status of Medicaid reimbursement for lead testing; 6. Collaborative efforts with the Hamilton County Lead Poison Prevention Collaborative and other agencies and organizations working to address childhood lead poisoning; and that CHD present this information at the Health, Environment, and Education Committee meeting on May 27, June 23, August 3, and September 1, 2009, and monthly thereafter.
