Council convened at 2:00 p.m., Mayor Mallory Presiding. Present were Councilmembers Berding, Bortz, Cole, Crowley, Ghiz Harris, Monzel, Qualls and Thomas (9)

Also in attendance were City Manager Milton Dohoney, Jr. and John Curp, City Solicitor and Clerk of Council Melissa Autry

Council observed a moment of silent prayer and recited the Pledge of Allegiance to the Flag.

REAPPOINTMENT, dated 9/2/2009 submitted by Mayor Mark Mallory, subject to the consent of Council I hereby re-appoint Mrs. Marian J. Lindberg to serve as Commissioner of the Cincinnati Park Board. Mrs. Lindberg been an active member of the Cincinnati Park Board since 1990 and has served as President since 1993. Mrs. Lindberg has been a dedicated advocate of the conservation of public greenspace during her tenure with the Park Board, and as a past Commissioner of the Cincinnati Recreation Commission. As a member of both commissions, she helped marshal an agreement between Parks and Recreation that resulted in organizational efficiencies and the consolidation of the City's nature educational programs within the Park Board. Mrs. Lindberg, a resident of the Cincinnati neighborhood of Mt. Washington, will serve a term of six years which will expire on September 30, 2015.

Eliminate funding for take-home cars city-wide. The Administration is encouraged to explore mileage reimbursement as an alternative, saving $25,000; 2. Permit Center will realize administrative cuts of $50,000; 3. City Hall security be eliminated for the remainder of 2009 saving $51,660; 4. Reduce funding for Cincinnati Police Department non-personnel budget by $22,558; 5. ORDINANCE (EMERGENCY) submitted by Milton Dohoney, Jr., City Manager, on 9/8/2009, establishing Fund 329, "Cincinnati Riverfront Park Fund" in order for the Park Board to accept donations, program funds, event funds, lease revenues, and common area maintenance (CAM) income from public and private entities to be used for park operations, maintenance, programs, events, and capital replacement of the Cincinnati Riverfront Park; AMENDING Cincinnati Municipal Code Section 301-15, Distribution of Gains and Losses of Treasury Investment Accounts, for the purpose of allowing newly established Fund 329 to receive interest income on the balance in the fund; and further AUTHORIZING expenditures to be made from newly established Fund 329 for the continued operation, maintenance, programs, events, and capital replacement of the Cincinnati Riverfront Park.
