Prior to the annual renewal of the current curbside recycling contract with Rumpke in 2009, the City shall put out a request for proposals to all providers. 2 That any compensation paid to a contractor providing recycling services be based on the annual diversion rate, as calculated using net tonnage. The diversion rate in 2007 was 10 percent. The baseline diversion rate shall be increased as follows: 15 percent in 2011; 25 percent in 2013; and 30 percent in 2015. 3. Ensure that all workers that perform any work that is related to the City's recycling contract, including workers who sort any recyclable material, receive a living wage for all their labor at the Rumpke facility. 5. Count the recyclables collected in City buildings (including, for example, fire and police stations, clinics, recreation centers) in the City's waste diversion amounts. 6. Provide for additional revenue payback to the City from the sale of other types of recyclable materials collected in addition to paper (i.e., aluminum, bi-metal, steel, plastic and glass). 7. Include innovative programs that build in a combination of incentives to recycle, and disincentives for not participating in curbside recycling. 8. End City payments to the contractor for promotion of the recycling program. 9. The contract includes recycling work done to remove all materials listed in Section 1 (C) of the current Rumpke contract from the solid waste stream.
