MOTION, dated 10/10/2007, submitted by Councilmembers Cranley, Bortz, Thomas, Berding, Qualls, Monzel, Cole and Vice Mayor Crowley, That within 90 days City Council be presented with the implementation steps and all associated costs necessary to approve CincyCare, a voluntary healthcare plan available to anyone who works in Cincinnati; and that CincyCare be designed to provide better benefits at a lower cost than any other limited medical plan on the market because it will contain three distinct attributes; namely CincyCare will; 1. Provide unlimited access to preventive and primary healthcare through the Cincinnati Health Department Centers for a cost that is 80% cheaper than the market rate; 2. Couple this affordable primary care with a private insurance coverage that covers the first $25,000 of annual healthcare needs, which studies show covers 98% of all annual health care claims, and 3. Provide a $500 per subscription (with a maximum of 5000 subscriptions) tax credit for Cincinnati businesses who proved CincyCare to their employees, which is redeemable solely for the purpose of reducing the subscriber?s health insurance premium and must leverage at least twice as much private investment; and that the Administration design and implement a competitive bid process for the process for the private insurance part of CincyCare to ensure that the best primary and preventive healthcare benefits are purchased; that the Administration consult with the CincyCare Advisory Panel in designing CincyCare to insure that the goal of CincyCare is met: namely, using the city?s health centers and a tax credit to help as many working Cincinnatians as possible be able to obtain affordable primary healthcare; that the report to Council include, with consultation of CincyCare Advisory Panel, the following information: 1. The design and structure of CincyCare, including, but not limited to, the recommendation to Council of a private health care insurance carrier and a plan to provide access to the city?s health centers for subscribers; 2. A recommendation to Council as to how to market the distribute CincyCare; 3. An analysis of the possibility of forming a consortium and hiring a third party administrator to provide even more health care value than what is offered by existing private health insurance companies.Item Status/Referral/Recommendations:
