Council convened in Council Chamber at 12:30 p.m., Mayor Mallory Presiding. Present were Councilmembers Berding, Bortz, Cole, Cranley, Crowley, Ghiz, Monzel and Thomas (8) Ms. Qualls was sworned in at 12:30 p.m.

Also in attendance were City Manager Milton Dohoney, Jr., City Solicitor J. Rita McNeil and Clerk of Council Melissa Autry

Council observed a moment of silent prayer and recited the Pledge of Allegiance to the Flag.

Items on the Council Calendar and items presented by-leave were disposed of as follows:

APPOINTMENT, dated 09/04/07 by Mayor Mark Mallory, recommending the appointment of Jim Tarbell to the Southwest Ohio Regional Transit Authority Board of Directors (SORTA). Mr. Tarbell will fill the seat held by Roxanne Qualls who has been appointed to Cincinnati City Council and is, therefore, ineligible to complete her term. This term will expire on January 1, 2010.

APPOINTMENT, dated 09/04/07 by Mayor Mark Mallory pursuant to Article III, Section 2 of the Charter of the City of Cincinnati, David Crowley is hereby appointed as Vice-Mayor of the City of Cincinnati.

MEMO, dated 8/21/2007, submitted by the Clerk of Council from Mayor Mark Mallory requesting a Special Session of Council to take place on Tuesday, September 4, 2007 at 12:30 p.m. the purpose of this meeting is to take the appropriate actions to fill the positions vacated by the resignation of Vice Mayor Tarbell.

MOTION, dated 09/04/07, by Mayor Mark Mallory, that Councilmember Roxanne Qualls be appointed to the Planning Commission. Ms. Qualls will fill the role vacated by former Vice Mayor Jim Tarbell.

MOTION, dated 08/31/07 by Councilmember Berding that Councilmember Roxanne Qualls be appointed to the following committees: Arts, Culture, Tourism and Marketing, Economic Development, Finance and Law and Public Safety.
