MOTION, dated 12/21/2006 submitted by Mayor Mark Mallory, Councilmembers Berding, Bortz, Cole, Cranley, Crowley, Ghiz, Monzel, Thomas and Vice Mayor Tarbell that the budget presented by Councilmembers Berding, Bortz, Cole, Ghiz and Monzel be adopted with the following changes: Restore $564,940 to the Health Department to the City Manager's original recommendation for a total cut to the Health Department of $2,400,000. Transfer the Office of Environmental Quality from Health into the City Manager's Office. Increase the City Manager's budget by $50,000 to accommodate the transfer of the Office of Environmental Quality. Add $80,000 to Finance for an Internal Auditor. Add $92,500 to the Recreation Commission for a total of $185,000 to maintain the Camp Washington and Carthage Recreation Centers. Add $1,551,653 for HSAC recommendations for a total of $2,200,000 in the General Fund. Add $29,300 to the Mayor's budget to pay for the Sister Cities program and to adjust the Mayor's budget from the 2006 level. Add $155,000 for the Cincinnati Health Relations Commission. Total Increases: $2,523,393. Eliminate vacant positions for an additional savings of $500,000. Eliminate expanded hours for the pools to restore funding to keep all pools open, for a savings of $106,000. Decrease jobs attraction by $750,000. Decrease transfer to capital for demolition of condemned buildings for $449,783. Decrease $100,000 for Gun and Drug Elimination, $132,730 for Findlay Market, and $500,000 for Youth Development in the General Fund and make the corresponding increase in CDBG. Total savings: $2,538,513. Increased revenue identified as a result of the positive variance will be allocated in the following manner: Council will appropriate the first $2,000,000 after the Finance Dept. has certified the end of the year close. The next $2,000,000 will be used to increase the unappropriated surplus. Council will appropriate the next $500,000 after the Finance Dept. has certified the end of the year close. Any additional resources about $4,500,000 will be used to increase the unappropriated surplus. In the capital budget, existing resources will be reprogrammed to allow for the increase in arts facilites and demolition until such time when revenues from the sale of Blue Ash airport can replenish these funds.
