Council observed a moment of silent prayer and recited the Pledge of Allegiance to the Flag.

RESOLUTION, dated 11/8/2006, submitted by Councilmember Cole, Urging the Ohio Department of Rehabilitation and Corrections to swiftly proceed with its stated intention to implement policies and procedures to prevent prisoners in Ohio prisons from possessing or displaying photographs or belongings of their victims.

MOTION, dated 11/13/2006, submitted by Councilmembers Cole, Berding, Bortz, Ghiz, Cranley and Vice Mayor Tarbell that the following changes be made to the Rules of Council: 8.1 Motions; General. ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 11/15/2006, authorizing the City Manager to enter into a Second Amendment to CDBG Professional Service Agreement for the Coordination of Service Assistance for Hurricane Katrina Rita Evacuees with The Partnership Center, LTD, for the purpose of providing continued coordination of the service assistance delivery, that was formerly provided within the Katrina Service Center, to Hurricane Katrina and Hurricane Rita Evacuees, through June 30, 2007.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 11/15/2006, accepting and confirming the dedication of additional right-of-way for Strafer Street, in accordance with the plat entitled "Dedication Plat of Additional Right of Way for Strafer Street."

ORDINANCE (EMERGENCY) submitted by Milton Dohoney, Jr., City Manager, on 11/15/2006, dedicating, accepting and confirming the dedication of 0.659 acres and 0.134 acres of City-owned property to be added to the River Road public right-of-way.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 11/15/2006, authorizing the grant of a permanent private telecommunications easement through Clifton Avenue to the University of Cincinnati and to University Heights Community Urban Redevelopment Corporation for locating and maintaining a telecommunications conduit and other necessary appurtenances, which interest is not needed for any municipal purpose.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 11/15/2006, authorizing the sale of surplus City-owned real property located on the north side of Queen City Avenue, east to Tillie Avenue, which real property is no longer needed for any municipal purpose.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 11/15/2006, authorizing the sale of surplus City-owned real property located on the southwest corner of Eastern Avenue and St. Peters Street, which real property is no longer needed for any municipal purpose.

ORDINANCE (EMERGENCY) submitted by Milton Dohoney, Jr., City Manager, on 11/15/2006, authorizing the transfer of the sum of $3,308,360 from various restricted fund accounts to other restricted fund accounts for the purpose of realigning and providing funds to allow for the continuation of City of Cincinnati services, and appropriating certain amounts from the Unappropriated Surplus for current year operating expenses.

ORDINANCE (EMERGENCY) submitted by Milton Dohoney, Jr., City Manager, on 11/15/2006, authorizing the transfer of the sum of $6,139,340 within the General Fund from and to various operating accounts for the purpose of realigning and providing funds to allow for the continuation of City services, and appropriating certain amounts from the Unappropriated Surplus for current year operating expenses.

COMMUNICATION, dated 11/8/2006, submitted by the Clerk of Council from James P. REPORT, dated 10/31/2006, submitted by Milton Dohoney, Jr., City Manager, on a motion, dated 09/19/06, submitted by Councilmember Cole that the City Administration provide the Neighborhood Committee in 2 weeks with an update on the development between Calhoun Street and McMillan.And that the Administration assit in the immediate cleanup at the property.

REPORT, dated 11/8/2006, submitted by Milton Dohoney, Jr., City Manager, on a communication, dated 9/24/2006 submitted by Councilmember Crowley, from Frank W. Vandeventer, Vice President, North Fairmount Community Council, regarding problems with tenants of 2076 Harkness Avenue.

RESOLUTION, dated 11/14/2006, submitted by J. Rita McNeil, City Solicitor, repealing Resolutions No. 30-2005 and No. 16-2006, which expressed Council's prior objections to renewal of liquor permit no. 4743634 by former bar owner, KOCG, Inc., which repeals are based upon the pending transfer of liquor permit no. 4743634 to new bar owner Railhouse Entertainment, Inc., and the lack of any objection by the Cincinnati Police Department to the transfer of the liquor permit to new ownership under Railhouse Entertainment, Inc., and the pending opening of a new liquor establishment by Railhouse Entertainment at Longworth Hall.
