ORDINANCE (EMERGENCY) submitted by Milton Dohoney, Jr., City Manager, on 9/20/2006, approving and authorizing execution of a "Property Investment Reimbursement Agreement" with Paycor, Inc. in which the company agrees to develop an expansion project at 644 Linn Street, Cincinnati, Ohio and to create and retain new jobs, and the City agrees to provide funding for the project of up to $750,000 over a five-year period with annual payments limited to 50 percent of new income tax revenues from new jobs created by the company.

MOTION, Submitted by Councilmembers Chris Bortz and Jeff Berding We move that the Administration conduct an RFP process to identify and contract a design team to assist in the development of a transportation infrastructrue plan for the I-75 Corridor and immediate neighborhoods along the expressway. The RFP should seek a design team that consists of a nationally known urban design and planning firm, an urban economic and marketing firm, transportation and parking firm, and an engineering and environmental firm. MOTION, dated 8/21/2006 submitted by Councilmember Cole, that the administration assess the feasibility of installing increased street lighting on Rose Hill Avenue, Beechwood Lane, Red Bud Lane, Avon Fields Lane, Burton Woods Lane and Leyman Drive. I Further Move that the administration study this not only from a transportation and engineering standpoint, but also from a community safety standpoint. (STATEMENT ATTACHED)

MOTION, dated 09/12/06, submitted by Councilmember Cole, Vice Mayor Tarbell, and Councilmember Crowley that the City of Cincinnati retain ownership of the Collins Steps right of way for the duration of the five-year period when these steps will be closed.

ORDINANCE, (EMERGENCY) dated 6/28/2006, submitted by Councilmember Crowley, authorizing and directing the City Manager to enter into a revocable street privilege with United Steelworkers Local Union 14340 in the vicinity of 4900 Este Avenue.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 9/7/2006, modifying the provisions of Chapter 1031, Soil Contamination Standards, of the Cincinnati Building Code by amending Section 1031-9.

ORDINANCE submitted by Milton Dohoney, Jr, City Manager, on 9/19/06, amending Ordinance No. 342-2002 in order to provide an automatic tax exemption for the maximum number of years allowable by law and a 100 percent exemption of the assessed property value of newly constructed or rehabilitated commercial or residential properties if the property is constructed or rehabilitated to Leadership in Environmental and Energy Design ("LEED") Certified, Silver, Gold or Platinum standards, as defined by the U.S. Green Building council; and, directing the administration to allocate sufficient Community Development Block Grant ("CDBG") or other appropriate funding to create a project fund to provide financing for builders of new residential or rehabilitated low-income or qualified mixed-income residential structures constructed to LEED Certified, Silver, Gold or Platinum standards as defined by the U.S. Green Building Council; and, directing that the City CDBG funding be used to bridge the financing gap caused by the increased costs of building to LEED standards versus the costs of building to standard code.

REPORT, dated 8/2/2006, submitted by David E. Rager, City Manager, on a motion, dated 05/01/2006, submitted by Councilmembers Cole and Bortz, that an Ordinance be drafted that would provide an automatic tax exemption of the maximum number of years allowable by law and 100% of the assessed property value on the construction or rehabilitation of commercial properties if the property is built or rehabilitated to Leadership in Environmental & Energy Design (LEED) Certified, Silver, Gold or Platinum standards as defined by the U.S. Green Building Council.
