MOTION, dated 8/21/2006 submitted by Councilmember Cole, that the administration assess the feasibility of installing increased street lighting on Rose Hill Avenue, Beechwood Lane, Red Bud Lane, Avon Fields Lane, Burton Woods Lane and Leyman Drive. I Further Move that the administration study this not only from a transportation and engineering standpoint, but also from a community safety standpoint. (STATEMENT ATTACHED)

ORDINANCE, (EMERGENCY) submitted by Councilmember Cranley, authorizing the Cincinnati Police Department to make presentations and solicit donations to fund the Western Corridor Safe City Project; establishing operating Fund 348 for the receipt of donations designated for support of the Western Corridor Safe City Project; and further establishing the Western Corridor Safe City Advisory Board to provide community input into the administration of the Safe City Project.

ORDINANCE, dated 9/11/2006, submitted by Councilmember Cranley, Authorizing the City Manager to execute any necessary and proper documents to extend Safe and Clean Neighborhood Fund grants in the approximate amount of $6,600.00 to the community organization of the Pleasant Ridge Community Council ("PRCC"), which amount is to be added to the original Safe & Clean Grant previously provided to PRCC related to installation of a security fence at the Glengate Meadows apartment complex, which additional funds shall be used for necessary removal and re-installation of the perimeter security fencing.

REPORT, dated 9/13/2006, submitted by Milton Dohoney, City Manager, on a communication, dated 6/7/2006, submitted by Vice Mayor Tarbell, from Albert E. Lane, 7200 Fair Oaks Drive, Cincinnati, Ohio 45237-2922, regarding the turning down of his Mfg. Zone sign variance request at 1187 W. 8th, Queensgate by the zoning hearing examiner.

RESOLUTION submitted by Milton Dohoney, Jr., City Manager, on 9/13/2006, declaring the intent to appropriate to public use property required for the Third/Linn/Dalton Street water main improvement project.

MOTION, dated 9/12/2006, submitted by Councilmember Monzel, With the goal to eliminate childhood lead poisoning in the city of Cincinnati by 2010, we move that the City Administration initiate the following actions regarding the city's lead abatement strategy: 1. Immediately establish an inter-departmental task force on lead poisoning for the city. This group should include but not be limited to, the involvement of the Health, Law, Buildings & Inspections, Community Development & Planning departments, the Office of Environmental Quality (when applicable) as well as the City Manager's office (BALANCE OF MOTION ON FILE)

REPORT, dated 8/2/2006, submitted by David E. Rager, City Manager, on a motion, dated 8/3/2005, submitted by Councilmember Smitherman, that the City of Cincinnati create an automated "warm weather warning" system to inform an educate city residents over the age of 65 to the threats and dangers of warm weather. I further move that City of Cincinnati issue a warning message that includes emergency contact information over the "warm weather warning" system when the heat index reaches 105 degrees. REPORT, dated 8/2/2006, submitted by David E. Rager, City Manager, on a communication, dated 6/6/02, submitted by Councilmember Monzel, from David Seifert, 2331 Wheeler Street (45219), with a request that the City examine the possibility of creating a skate/bike park in the city of Cincinnati.

MOTION, dated 9/7/2006 submitted by Councilmember Berding, Ghiz, Cole, Cranley, Bortz and Monzel that the new Administration recognize Council's number one priority of public safety during the 2007-2008 budget process; We further move that per item #200600629 that the Administration's 2007-2008 budget include funds to provide the resources needed to support the Police Department in their primary goal of reducing crime, including adding 100 additional officers to the complement, investing in cutting-edge technologies such as hot spot cameras, shooting sensor technology, palm print readers, and building a temporary jail facility located in Cincinnati. We further move that the administration report back to Law Committee on September 12 regarding the cost of immediately expanding Operation Vortex into other neighborhood hotspots. ORDINANCE, (EMERGENCY) submitted by David E. Rager, City Manager, on 8/2/2006, authorizing the City Manager to apply for and accept three grants from the Governor's Highway Safety Office in the amounts of $66,191.42, $33,327.16, and $79,500.00 respectively, for the purpose of permitting the Cincinnati Police Department to intensify the enforcement against traffic violations that are the cause of fatal and injury-related crashes in areas identified as having a high incidence of injury-related vehicular crashes and to implement a safety program.

ORDINANCE (EMERGENCY) submitted by David E. Rager, City Manager, on 8/2/2006, to delete two special assessments on property on Sutton Avenue (Hamilton County Auditor's parcel 1-3-2), notwithstanding the provisions of Ordinance No. 254-2004 and Ordinance No. 302-2005.

ORDINANCE submitted by David E. Rager, City Manager, on 8/2/2006, to levy special assessments on property for the total cost of securing unsafe buildings and demolishing condemned buildings pursuant to RC 715.261.

Rager, City Manager, on 8/2/2006, authorizing the reduction of current appropriations of existing Emergency Shelter Grant (ESG) project account no. 445x163x45015, Rapid Exit Program, for the purpose of reconciling the appropriated 2006 ESG budget to the actual grant award received from the U.S. Department of Housing and Urban Development (HUD).

ORDINANCE submitted by David E. Rager, City Manager, on 8/2/2006, authorizing the reduction of current appropriations for the 2006 Consolidated Plan Budget grant fund, HOME Investment Trust Fund 411, by $125,095 for the purpose of balancing the Approved Consolidated Plan Budget due to decrease grant awards to the City.

ORDINANCE (EMERGENCY) submitted by David E. Rager, City Manager, dated 8/2/2006, approving the payment of $100,000.00 as a moral obligation to 3CDC for services provided to complete a Tax Increment Financing (TIF) District analysis on the twenty TIF districts in the City.

ORDINANCE (EMERGENCY) submitted by Milton Dohoney, Jr., City Manager, on 9/7/2006, establishing a new capital project account, 980x195x0000x03266, "Golf Capital Project" for the purpose of depositing proceeds from the issuance of bonds or notes in anticipation of such bonds authorized by Ordinance No. 168-2006 for the purpose of providing funds for recreational facilities.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 9/7/2006, authorizing the City Manager to apply for and accept four (4) grants totaling approximately $3,219,750 from the U.S. Department of Housing and Urban Development (HUD) for the purpose of funding the 2006 Shelter Plus Care Program.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 9/7/2006, establishing Fund 342, "New City Building Operations," for the purpose of receiving, holding, and expending funds to be used in connection with the operation of the recently acquired Radcliff Building, Spinney Field, and the One-Stop Permit Center and authorizing expenditures from said fund; AUTHORIZING the transfer and return to source of $300,000.00 from existing appropriation 302x255x7200 into the unappropriated surplus of Income Tax Infrastructure Fund 302; AUTHORIZING the transfer of $300,000.00 from the unappropriated surplus of Income Tax Infrastructure Fund 302 to the unappropriated surplus of New City Building Operations Fund 342; and AUTHORIZING the transfer and appropriation of $300,000.00 from the unappropriated surplus of New City Building Operations Fund 342 to the newly created appropriation 342x255x7200 for the purpose of providing initial funding for New City Building Operations Fund 342.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 9/7/2006, authorizing the donation by the Cincinnati Fire Department ("CFD") of equipment, determined by the Fire Chief to be no longer suitable for use by the CFD, to the Cincinnati Fire Museum.

ORDINANCE submitted by Milton Dohoney, Jr., City Manager, on 9/7/2006, approving and authorizing the execution of a Community Reinvestment Area Tax Exemption Agreement with Wooster Park, LLC, an Ohio limited liability company, thereby authorizing a real property tax exemption for a period of 15 years, equal to 100% of the amount by which the improvements increase the assessed value of project property, in connection with the renovation of property located at 5088 Wooster Pike, at an estimated aggregate cost of $5,153,454.00, in the Linwood community of the City of Cincinnati Community Reinvestment Area.

ORDINANCE (EMERGENCY) submitted by Milton Dohoney, Jr., City Manager, on 9/7/2006, authorizing and directing the City Manager to establish terms and conditions for the Backstage Bengals Bash on Gano Alley between Vine Street and Walnut Street and on Ruth Lyons Lane between East Seventh Street and East Sixth Street on Friday, September 15, September 29, October 20, October 27, and November 10, 2006, beginning at 5:00 PM and ending at 8:00 PM; authorizing and directing the City Manager to take such actions as are necessary and proper to implement the presentation of the Backstage Bengals Bash notwithstanding the provisions of Chapter 723, Chapter 839, Section 506-91, Section 910-7 and any other sections of the Cincinnati Municipal Code which would prohibit programs deemed proper by the City Manager in the presentation of the Backstage Bengals Bash; and approving the use of the above described area for the sale and consumption of alcoholic beverages subject to the issuance of the proper licenses by the State of Ohio and procurement of liquor liability insurance; prohibiting the solicitation of monies; prohibiting the sale of wares by peddlers and itinerant vendors, and the distribution of commercial handbills, coupons and product samples, except by persons associated with and authorized by Do Downtown Inc. in the area bounded by the west side of Walnut Street, the north side of Sixth Street, the east side of Vine Street and the south side of Seventh Street; and authorizing the use of sound- producing, sound-amplifying and other equipment necessary for the Backstage Bengals Bash.
