Cincinnati Board of Health Approved New
Household Sewage Treatment System Fees
The Cincinnati Board of Health unanimously voted at their February 2007 board meeting to establish new Household Sewage Treatment System (HSTS) fees by amending Board of Health Regulations 00077 & 00053.
On January 1st 2007, revised HSTS rules went into effect. The new Ohio Administrative Code ((AC) 3701-29 provides local health departments a more comprehensive regulation for sewage systems than in the past and prompted the fee amendments by the Board.

Staff conducted a cost methodology and performed comparative analysis with other jurisdictions to calculate the fees. The previous fees were in existence since 1994 and fell short of the minimum required fee categories specified in the new OAC.
The staff looks forward to implementing the new regulations in the evolution of taking the HSTS program to the next level. These rules will be instrumental in allowing staff to enforce proper sitting, design, installation, monitoring, operation, and maintenance of HSTS and will preclude the contamination of waters of the state.
