GENERAL STATEMENT OF DUTIES
The Superintendent of Administrative Services oversees the administrative functions of the department including Financial Management, Information Technology, Human Resources and golf operations. The Superintendent of Recreation, Administrative Services reports directly to the Director of Recreation. This senior level position plans, organizes, directs, controls, develops, documents and manages the Recreation Commission’s administrative affairs and directly supervises the senior managers responsible for the administrative areas.
EXAMPLES OF WORK PERFORMED

Develops the department annual budget and all related activities, along with the department director, lending to budget passage.
Sets and monitors budget priorities for reporting divisions.
Evaluates and analyzes various financial reports related to the programming agencies of the Department.
Implements Department’s information technology plan and supervises staff to meet IT goals and objectives.
Acts as Department liaison for all law department needs including drafting agreements, right of entries, and other misc. legal documents.
Develops and implements various financial policies and procedures of the Department to improve effectiveness and efficiency.
Attends various meetings including community council meetings, City Council meetings, and meetings with various partners of Cincinnati Recreation Commission.
Conducts short and long term financial planning along with program costs, research and evaluation.
Reviews Accreditation standards and completes re-accreditation process by due date.
Presents information to the Director, staff, and Commission related to administrative activities.
Coordinates financial related services between and within the various divisions of the Cincinnati Recreation Commission.
Works with senior staff in the development of strategic goals and objectives that addresses both the long and short term objectives of the Cincinnati Recreation Commission.
Assists and advises in the development and implementation of department capital projects.
Mentors, trains, and hires full and part time employees for the Cincinnati Recreation Commission.
Assists the Director in the development and implementation of the department marketing plan.
SUPERVISION EXERCISED
Supervises Supervising Accountant, Information Technology Staff, Human Resources Senior Administrative Specialist and the Supervisor of Golf.

Knowledge of:
The Recreation/Leisure Service Profession and department mission.
Department rules, regulations, policies, and procedures.
Human Resources Policies and Procedures, Civil Service Rules, union contracts, and EEO guidelines.
Maintenance and program activities sufficient to direct overall operations.
Accounting, budgeting, and forecasting procedures necessary to maintain fiscal control of budgets.
Program planning and evaluation processes and techniques.
Supervisory principles and techniques.
Recruiting, interviewing, and selection procedures.
Productivity measures.
Safety, policies, procedures, and methods for operational activities.
Computer software applications, e.g., spreadsheet and database.
Skill to:
Operate a computer and other office equipment; develop graphic presentations.

Analyze administrative problems and adopt an effective course of action in a timely manner.
Develop, implement, and evaluate new and revised methods, procedures, and performance standards.
Evaluate impact of new or revised programs or current programs.
Motivate, support, and instruct individuals to accept or cooperate with department and management rules, polices and procedures.
Delegate assignments to others to insure that projects of the division are completed efficiently and in a timely manner.
Manage time effectively.
Exercise management control by coordinating and providing general direction to others, including providing coordination and guidance to other managers.
Allocate monetary resources including planning and forecasting divisional and departmental needs, estimating and monitoring cost factors, and establishing priorities for allocations.
Communicate orally and in writing with government officials, members of the financial and legal community, and customers of the Recreation Department.
REQUIRED EDUCATION AND EXPERIENCE
Each applicant must have a Bachelor's Degree from an accredited college or university in accounting or a Bachelor's Degree in a business related discipline with a concentration in accounting and eight years of progressive experience in public sector administration. A Master's Degree in accounting or a CPA (Certified Public Accountant) is preferred. Parks and Recreation experience strongly preferred.
OTHER REQUIREMENTS
Must have a valid Ohio Driver's License.
City of Cincinnati residency required.
WORKING CONDITIONS
Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; travel to City facilities or program sites; work closely with others.
Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time.
