Compliance Assistance Repairs for the Elderly (CARE) Program

Program Overview

The CARE Program serves the people of Cincinnati through the efforts of the Cincinnati-Hamilton County Community Action Agency (CAA) by providing grants to low income, elderly or disabled home owner-occupants to correct City of Cincinnati code violations issued pursuant to the Neighborhood Enhancement Program’s (NEP) "house to house" exterior property condition inspection. Owner-occupants meeting the age or disability and income requirements and receiving notice of exterior code violations, can receive repair services to correct the violations identified in the notice. Services may include repairs to: leaking roof, dilapidated porch, unsafe stairs, defective siding, painting and other similar repairs required under the Cincinnati Housing Code.

Basic Eligibility Requirements

  • Homeowner must meet income guidelines
    (50% of Area Median Income [AMI] annual earnings at or below $35,650 for a family of 4)
  • Homeowner must be 60 years of age or older, or be disabled.
  • Owner-occupied single family, two-family, or three-family buildings are permitted.
  • Home must be within the boundaries of the City of Cincinnati’s Neighborhood Enhancement Program (NEP). Eligible neighborhoods include:

    • CUF
    • College hill
    • Corryville
    • Evanston
    • Kennedy Heights
    • Madisonville
    • Mt. Washington
    • Northside
    • Over-the-Rhine
    • Pendleton
    • Price Hill
    • Westwood
