In order to ensure that all CitiCable users receive equal opportunity to utilize the equipment, studio and the government and I-Net channels, we have established the following pollicies and procedures. If you have any questions please call the Cable Office at 352-1914.
STUDIO/EQUIPMENT USAGE
First priority must go to CitiCable related projects such as Council and Committee Meetings, Update, etc.
Second priority is for ongoing projects that air on the channel on a regular basis (weekly, bi-weekly, monthly series) The priority will be established by air date.
The next priority is for I-Net related projects. This may have limited viewership (example: Fire Department programs can only be seen in fire houses) or it could be aired on a system wide basis. The priority will be established by type of project and airing date(s). In some cases they may have a level one or two priority.
The last priority is for in-house types of projects (example: staff training or a video for use with a presentation/speech). This would include projects not scheduled for airing on the government channel of I-Net.
Note: The priority listing is meant as a guideline to ensure that the projects with the greatest priority are scheduled ahead of ones that can wait. CitiCable will make every effort possible to ensure that all projects are completed as quickly as possible.
NO-SHOW POLICY
In order to maximize the use of CitiCable facilities and equipment we have developed the following guidelines:
If a user fails to show up for a scheduled editing session, studio production, or use of equipment within 30 minutes of the scheduled time and fails to notify CitiCable by phone, he/she may lose that reservation for that day and time.
The time may be given to the first available user on any waiting list we may have for that day.
If a specific user has more than one no-show within a 3 month period he/she may be placed on a waiting list and not be allowed to make advance reservation.
EQUIPMENT USE
Note: No equipment may be taken out of the studio or used in the studio without prior approval by CitiCable staff.
S-VHS CAMERAS may be signed out for city related use on a first-come, first-served basis. Accessory equipment such as microphone, light and stand, tripod, head set, etc. is also available. Requests for the use of such equipment should be made as far in advance as possible to ensure availability. It is recommended that the user provide their own S-VHS tapes whenever possible unless the project is for a CitiCable related show.
3/4 INCH PORT-A-PACK CAMERA AND RECORDING DECK will only be used by CitiCable Staff or unless authorized in advance for a special project.
PORTABLE STUDIO (BLUE BOX) AND PRODUCTION VAN will only be used by CitiCable Staff or by authorized persons with the assistance of CitiCable Staff for set-up and strike.
STUDIO USE
The studio is available for non-CitiCable producers on a first-come, first-served basis with advance reservations.
All advance preparation of the set, lighting, cameras, and other related equipment must be performed or supervised by CitiCable Staff. CitiCable Staff will also be on site during such productions to deal with any engineering related problems.
Any producer wishing to have CitiCable Staff to produce or assist with the actual production (directing, scripting, videotaping, etc.) must submit their request in writing. Since staff and studio time is in demand allow as much advance planning as possible in your request as to date, time, location, type of project, who is involved, etc. If you need assistance in planning your project please call Frank Clark at 352-5307.
EDITING
Since editing time is also scheduled on a first-come, first-served basis, keeping in mind the priority of the project, advance reservations are highly recommended. Please note the following guidelines.
All use of editing equipment must be scheduled and approved in advance by CitiCable Staff.
Only CitiCable Staff are authorized to change any wiring, rearrange equipment or make repairs of adjusts.
Each editing session will be limited to a maximum of four hours per day per user.
Each user will be limited to a maximum of two sessions per week per project and on a first-come, first-served basis after that if more time is needed.
Only authorized, trained volunteers will be allowed to use the editing equipment without CitiCable Staff supervision.
The user must define the project he/she is planning to edit at the time of the reservation.
CitiCable reserves the right to schedule or reschedule editing time based on the priority guidelines outlined in this document.
USE OF CITICABLE FACILITIES BY NON-CITY PERSONNEL
USE OF STUDIO FACILITIES AND/OR EQUIPMENT AFTER NORMAL WORKING HOURS
No one may use the studio, editing system and/or and CitiCable equipment before or after normal working hours (9am-5pm) without prior approval from CitiCable Staff. If such approval is granted the person may be permitted to sign out a key which must be returned upon completion of that specific session or event. In such cases only prior authorized individuals will be permitted to be in the studio or to use such equipment. In general such special consideration will only be granted to highly trained individuals in order to complete a high priority project. If possible after hour sessions will be scheduled when CitiCable employees are also available to supervise such projects. No one will be permitted to remain in the studio after 9:00pm or on any weekend or Holiday without prior specific approval. Prior approval must also be obtained if equipment is checked out of the studio on an overnight or extended period of time either at the time said equipment is signed out or via phone request in order to complete a project. Misuse of these special considerations when granted will result in the loss of such privileges.
