2000-2004 Consolidated Plan

The Consolidated Plan is published in six parts (not counting the maps). You can download and print each part or only selected parts.

  • Section 1 corresponds to the Table of Contents and Part 1 of the Consolidated Plan, which presents an overview of the City of Cincinnati. This part of the plan contains a great deal of background information, but no elements of the plan per se (81 pages). You may also download Map 1, Map 2, Map 3, Map 4, Map 5, Map 6, and Map 7.

  • Section 2 corresponds to Part 2, Part 3 and the first several pages of Part 4 of the Consolidated Plan. Part 2 describes the process of plan development, Part 3 presents the City's needs, strategies and objectives for the next five years, and Part 4 lists the programs to be funded in 2000 (78 pages).

  • Section 3 contains detailed data on each program to be funded in 2000, and is the major portion of Part 4 of the plan (84 pages).

  • Section 4 corresponds to Attachment I of the Consolidated Plan. It contains statistical profiles of Hamilton County, the City of Cincinnati, the Empowerment Zone and each of Cincinnati's 48 statistical neighborhoods. Once you have downloaded the file, you might wish to print only the first six pages if you do not want neighborhood-level data (105 pages).

  • Section 5 corresponds to Attachment II of the Consolidated Plan. It contains detailed analyses of housing data for Hamilton County, the City of Cincinnati and the balance of Hamilton County (13 pages)

  • Section 6 corresponds to Attachment III of the Consolidated Plan. It contains a brief Glossary (5 pages)
Not included in this Web version of the plan are the Application for Federal Assistance forms, the various certifications the City must file with HUD, or the notices of public hearings. All of these materials may be obtained by contacting Mr. Oren J. Henry at (513) 352-6264.
