Scott C. Stiles
(Assistant City Manager)

Scott C. Stiles, an Assistant City Manager with the City of Cincinnati, has over 20 years experience in public administration, community relations and management. Mr. Stiles assists the City Manager in implementing City policy, providing administrative continuity and support to the Mayor and members of City Council, and coordinates the City Council legislative agenda.
Mr. Stiles has served the City of Cincinnati in various roles since 1988. Recently, he oversaw the completion of the City’s $145M renovation and expansion of the convention Center and its transition to private management. He led the City’s effort to establish the award-winning Business Development and Permit Center, created to offer streamlined building permit and development services.
He managed the renovation of historic Findlay Market, staffed the Mayor’s 2002 Economic Development Task Force, and worked with City Council to establish the first certified Tax Incentive Districts in Ohio. Mr. Stiles also worked with the Fire Department to create an implementation strategy for the Department’s comprehensive plan. He has also served on the management team for labor union contracts.
Prior to service in the City Manager’s Office, Mr. Stiles managed the Real Estate Office, directing a staff responsible for appraisal, acquisition, property management and relocation activities conducted on behalf of all City departments. He began his career as a police-community relations advocate with the Cincinnati Human Relations Commission in 1983. He later served as a personnel analyst in the Human Resources Department before joining the Law Department as Assistant Legal Administrator.
Mr. Stiles earned a Master’s Degree in Community Planning from the University of Cincinnati, and a Bachelor of Science Degree in Journalism and Geography from South Dakota State University.
He is a member of the International City/County Management Association, the Ohio City/County Management Association and the American Society for Public Administration (local chapter president 1988-89). Mr. Stiles is an appointed member of the ICMA Government Affairs and Policy Committee and the local District Council Board of the Urban Land Institute. He is a past board member of the Cincinnati-Kharkiv (Ukraine) Sister City Program and former adjunct faculty member at Northern Kentucky University.
David L. Holmes
(Assistant City Manager)
David L. Holmes joined the City of Cincinnati’s leadership team as Assistant City Manager in November 2007. Appointed by City Manager Milton Dohoney, Jr., Holmes provides oversight to city departments as well as two focus areas, the Banks development and priority economic development projects.
Holmes has extensive public service and legal experience to help lead City departments efficiently. As an experienced litigator, Holmes is able to resolve complex governmental issues creatively, legally, and diplomatically. Additionally, Holmes assists departments and developers in realizing more investment in our neighborhoods.
Holmes spent eight years working in local government at the Lexington Fayette Urban County Government (LFUCG) in Lexington, Kentucky. There he served as Director of Litigation and Commissioner of Law and handled various special projects for the Chief Administrator’s Office. During Holmes’ tenure as Commissioner of Law, he implemented the first local Tax Amnesty, which brought over $2.4 million dollars in previously uncollected tax revenues and added over 2,200 new taxpayers to the tax rolls. He helped LFUCG conduct the first early retirement program in Lexington history allowing over one hundred government employees to retire early. The program significantly reduced the size of the workforce and payroll. Holmes helped the local government to collaborate with the local school board, creating the first community school in a public housing area. Under his leadership, the LCFUG Law Department assisted Lexington in becoming the first city in Kentucky to adopt a public smoking ban, which has since been adopted in several cities throughout the state of Kentucky.
An attorney by training with, Holmes holds Political Science and Law Degrees from the University of Kentucky and has 20 years in private practice. Additionally, he studied for a year at the University of Edinburgh in Edinburgh, Scotland. He was admitted to the Bar in Kentucky in 1973. He served over five years as a Captain in the US Army Judge Advocate General’s Corps and was both a prosecutor and defense attorney in the Office of the Staff Judge Advocate at Fort Bragg. He also worked at the Defense Appellate Division for the US Army Legal Service Agency in Virginia. His military decorations include two Army Commendation Medals for Meritorious Achievement, the National Service Defense Medal, and Parachutist Badge.
His professional affiliations include the International Municipal Lawyers Association, the Kentucky Bar Association, and the Ohio City County Management Association.
Holmes has been very active in the Lexington community as a Lexington Youth Soccer Association Assistant Coach, Division Coordinator, Coach and Referee. He was involved with the Stonewall Elementary School PTA and won the Fayette County Public School’s Second Mile Award in August of 1990 in recognition of his support of public education and Fayette County students. Additionally, Holmes was very involved at the Jessie Clark Middle School and the Lafayette High School on the School Improvement and Decision Making Councils.
