Scott C. Stiles
Assistant City Manager

Scott C. Stiles, an Assistant City Manager with the City of Cincinnati, has more than 25 years experience in public administration, community relations and management. Mr. Stiles assists the City Manager in implementing City policy, provides administrative direction and support to City agencies, and coordinates the City Administration's work with the Mayor and City Council on their legislative agenda.
Mr. Stiles has served the City of Cincinnati in various roles since 1988. His recent work includes acting as the City's liaison to the Cincinnati Center City Development Corporation (3CDC) for the revitalization of housing, businesses and public spaces in Downtown and Over-the-Rhine; serving on the Selection Committee for Cincinnati's 13th police chief and 16th fire chief; and working on the City's mobile food vending program. Mr. Stiles also acts as the City Administration's point of contact with the Uptown Consortium on priorities and issues affecting Cincinnati's second-largest employment center.
He has overseen the completion of the City's $145M renovation and expansion of the Duke Energy Convention Center, as well as historic Findlay Market, while transitioning both to private and nonprofit management. He led the City's effort to establish the award-winning Business Development and Permit Center, which offers streamlined building permit and development services; and he led the City Administration's effort to establish the first certified Tax Increment Financing Districts in Ohio.
Mr. Stiles represents the City Manager on the City's labor negotiations team, he co-chairs the Capital Budget Committee, and he has assisted the Cincinnati Fire Department in creating an implementation strategy for their comprehensive plan.
Mr. Stiles has served on the City Manager's staff since February 2002. Prior to that, he managed the City's Real Estate Office. He began his career as a police-community relations representative with the Cincinnati Human Relations Commission in 1983. He later served as a personnel analyst in the Human Resources Department before joining the Law Department as the assistant legal administrator.
Mr. Stiles earned a Master's Degree in Community Planning from the University of Cincinnati, and a Bachelor of Science Degree in Journalism and Geography from South Dakota State University.
He is a member of the International City/County Management Association, the Ohio City/County Management Association and the American Society for Public Administration (local chapter president 1988-89). Mr. Stiles served as an appointed member of the national ICMA Government Affairs and Policy Committee (2003-2009). He currently serves on the local District Council Advisory Board of the Urban Land Institute and the University of Cincinnati Alumni Association Board of Governors. He is a past board member of the Cincinnati-Kharkiv (Ukraine) Sister City Program and former adjunct faculty member at Northern Kentucky University.
David L. Holmes
Assistant City Manager
David L. Holmes joined the City of Cincinnati's leadership team as Assistant City Manager in November 2007. Appointed by City Manager Milton Dohoney, Jr., Mr. Holmes provides oversight to City departments, as well as focus areas including The Banks Public Private Partnership, the City's role in supporting the World Choir Games, priority economic development projects and the Small Business Enterprise program.
Mr. Holmes serves as the City's liaison for The Banks Public Private Partnership, coordinating with Hamilton County and developer Carter Dawson on infrastructure for the parking garage, Riverfront Park and Police Welcome Center, among other aspects of the project.
In support of the World Choir Games coming to Cincinnati in 2012, Mr. Holmes has been working with the Games' planners on City services needed to make the event a success. He also has led the charge in identifying the City's multilingual personnel to assist international visitors.
His role in the Small Business Enterprise program has been to assist in increasing the number of SBEs enrolled in the program, encouraging purchasing from SBEs by City departments, and developing a plan to give priority to SBEs located within City limits.
He has extensive public service and legal experience to help lead departments efficiently. As an experienced litigator, Mr. Holmes is able to resolve complex governmental issues creatively, legally, and diplomatically. Additionally, he assists departments and developers in realizing more investment in our neighborhoods. Prior to coming to Cincinnati, Mr. Holmes served as the Commissioner of Law for the Lexington-Fayette Urban County Government in Lexington, Kentucky, from 2003 to 2007.
An attorney by training, Mr. Holmes holds Political Science and Law Degrees from the University of Kentucky and has 20 years in private practice. Additionally, he studied for a year at the University of Edinburgh in Edinburgh, Scotland. He was admitted to the Bar in Kentucky in 1973. Mr. Holmes served more than five years as a Captain in the US Army Judge Advocate General’s Corps and was both a prosecutor and defense attorney in the Office of the Staff Judge Advocate at Fort Bragg. He also worked at the Defense Appellate Division for the US Army Legal Service Agency in Virginia. His military decorations include two Army Commendation Medals for Meritorious Achievement, the National Service Defense Medal, and Parachutist Badge.
His professional affiliations include the International Municipal Lawyers Association, the Kentucky Bar Association, and the Ohio City County Management Association.
