Mount Echo Park began with a purchase of 46 acres in 1908. Within four years, a $1.75 million bond issue enabled the Park Board to add four more acres. Soon afterwards, city workers built the roadway from Elberon Avenue entrance to the top of the hill. Further improvements were made in the 1920s and 1930s, including the striking stone retaining wall.
