Beginning in June 1997, the Park Board received funding from the city to manage, restore, maintain and beautify the interstate greenways through the city. To accomplish this work, the Park Board created the Greenspace Management program. Currently this program maintains 20% of the interstate greenways. These areas include 10 acres of reforested sites, 15 acres of wildflowers, and landscaped highway medians and access ramps. The Ohio Department of Transportation (ODOT) maintains the remaining 80%.

Managing and beautifying an urban 500-acre interstate greenway is a challenging task. To meet this challenge the Park Board formed a strategic partnership with ODOT and Keep Cincinnati Beautiful, Inc., to coordinate services and plan for the future. The Park Board also initiated a long-term master plan for the highway greenway and created an innovative award winning GIS system to track maintenance and inventory of highway areas.

Since 1997, the partnerships have expanded to include the Master Gardener Program, Cincinnati White Blossom Festival, the Mill Creek Restoration Project, the National Tree Trust, and dozens of Adopt-A-Highway partners. The work of these partners has resulted in the beautification and maintenance of dozens of highway greenspaces, 9,500 trees on highway property along the environmentally threatened Mill Creek, 100,000 daffodils, 20,000 daylilies, and thousands of perennial grasses, flowers, and shrubs.
