David A. Chapman

David A. Chapman has been the Director of the Office of Contract Compliance and Administrative Hearings since 1997. He also functions as the Administrative Review Officer for appeals. Mr. Chapman received his law degree from the University of Cincinnati in 1975 and his undergraduate degree from the University of Akron. Mr. Chapman has held several city positions since 1975 when he began his career as an Assistant City Solicitor/Prosecutor.
