The General Counsel Section is responsible for providing all legal advice, opinions and legislation to the Departments of Finance, Safety, Human Resources, Water Works, Sewers and Public Works and the divisions under the City Manager.  It also provides legal services, with the exception of litigation, to the Civil Service Commission as well as City Council.
