The General Counsel Division is responsible for providing legal advice, opinions and legislation to the City Administration, to all departments under the City Manager and to City Boards and Commissions.  It also provides legal services, with the exception of litigation, to City Council, including committee staff coverage, public records, ethics and parliamentary procedure opinions, as well as contractual negotiation and review.  Attorneys in the division also provide legal advice and staffing for the Banks Working Group, the Cincinnati Elections Commission, the City’s Records Retention Committee, the Citizen’s Complaint Authority, the Internal Audit Committee and the Fountain Square Oversight Committee
