The Civil Service Commission met in regular session in Room 307, Council Chambers, on Thursday, October 22, 2009.  Commissioners in attendance were Mr. James Robinson, Chair, Ms. Deborah Gaines, and Mr. Robert Braddock. Commission staff present included, Ms. Arnell Jackson, Assistant Civil Service Secretary; and Ms. Ornita Brown, Recording Secretary.

Since minutes from the October 8, 2009 meeting had been circulated among the members, a motion to dispense with a reading of the minutes was passed and the minutes were approved as written.

HEARINGS

The Civil Service Commission has scheduled a hearing for Andrew Hinkston for November 19, 2009 at 9:30 a.m. concerning his dismissal from the Water Works Department.

METROPOLITAN SEWER DISTRICT

Request from the Metropolitan Sewer District for the exceptional appointment of David Stephens and Torian Strickland as a Computer Programmer Analyst
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that they are qualified and the Commission previously approved this title for exceptional appointment.

Request from the Metropolitan Sewer District for the exceptional appointment of Andrew Hunter as an Engineer Intern
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that Mr. Hunter is qualified and the Commission previously approved this title for exceptional appointment.

WATER WORKS

Request from the Water Works Department for the exceptional appointment of Michele Ralston as an Administrative Specialist (Communication Specialist)
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that Ms. Ralston is qualified and the Commission previously approved this title for exceptional appointment.

Request from the Water Works Department for the promotion without exam of Richard DiMuzio from a Plant Operator 2 to a Senior Plant Operator
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that Mr. DiMuzio was chosen from the four qualified and eligible employees in the employing unit.

BOARD OF EDUCATION

Request from the Board of Education for the promotion without exam of Godwin Teed from a Level 1 B, Building Engineer to a Level II, Building Engineer
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that Mr. Teed meets the requirements and all parties, including the Union, are in agreement.

After review, the Commission approved the classification specifications.

Request from the Law Department to add two Senior Assistant City Solicitor positions to their table of organization
The staff recommended approval of the request.  After review and discussion, the Commission approved the request.  The decision was based on the fact that the duties and responsibilities are consistent with the proposed titles and per a Council ordinance.

Request from the Metropolitan Sewer District to add a Utilities Construction Inspector Supervisor position to their table of organization
The staff recommended approval of the request.  After review and discussion, the Commission approved the request.  The decision was based on the fact that the duties and responsibilities are consistent with the proposed titles.

Request from the Public Services Department to add two Electrical Maintenance Worker 1 positions to their table of organization
The staff recommended approval of the request.  After review and discussion, the Commission approved the request.  The decision was based on the fact that the duties and responsibilities are consistent with the proposed titles and the deletion of two Electrical Maintenance Helpers.

Request from the Police Department to add three Storekeeper positions to their table of organization
The staff recommended approval of the request.  After review and discussion, the Commission approved the request.  The decision was based on a classification study and the fact that the duties and responsibilities are consistent with the proposed titles and the deletion of two Clerk Typist 3 and one Police Technician.

Request from the Water Works Department to add an Administrative Specialist position to their table of organization
The staff recommended approval of the request.  After review and discussion, the Commission approved the request.  The decision was based on the fact that the duties and responsibilities are consistent with the proposed titles and the deletion of an Accountant.

Information Item
Request from the Metropolitan Sewer District to use the exceptional appointment process to fill a Senior Administrative Specialist (MSD Legislative) position. This item will be held for 45 days for any concerns.

Request from the Metropolitan Sewer District to use the exceptional appointment process on a one-time basis to fill six Electrical Maintenance Helper positions.
After review and discussion, the Commission approved the request based on the fact that there is no existing list and current budget constraints. However, this item will be held for 45 days for any concerns.
