The Metropolitan Sewer District (MSD) is seeking two talented and motivated individuals to fill Technical Systems Analyst (TSA) positions. These employees will employ and manage complex Business Intelligence and Decision Support technology solutions that incorporate information across enterprise systems such as PeopleSoft Project Costing, PeopleSoft Program Management, PeopleSoft Financials, and Human Capital Management systems, and across various other systems such as Maximo, CityWorks, Altiris, and Primavera.  These TSAs will be responsible for solutions that will extract, analyze, summarize, and present information in a manner that provides transparency and enables strategic decision making.  The skills and abilities needed to implement and manage these high level BI/DS solutions are highly technical, requiring advanced skills in SQL, Oracle, .Net, and enterprise application development.  These individuals must be self-starters, work well in a team environment, and be able to demonstrate the following:

  • Experience in working with enterprise business intelligence and decision support systems, such as Business Objects, PeopleSoft EPM, SharePoint Reporting, MS Portfolio Server.
  • Experience in documenting functional requirements for BI and DS systems.
  • Ability to manage and perform BI and DS system configuration according to industry best practices.
  • Experience in monitoring, troubleshooting, and performing system diagnostics on newly implemented architecture for Business Intelligence.
  • Experience in the use of data mining tools and data cube analysis to present, summarize, and monitor critical business information for enterprise performance management.
  • Knowledge of system and network architecture to manage and document system upgrades.
  • Ability to identify the need for system upgrades, evaluating the life cycle cost vs. upgrade benefit.
  • Experience in developing and implementing ETL programs for data warehousing, ensuring best practices for coding and data transformation.
  • Ability to perform feasibility/gap analysis on potential future data implementations.
  • Experience in the use of .Net to develop product enhancements in the areas of BI and DS.
  • Ability to use SQL and Oracle to optimize reporting and to perform ETL tasks.
  • Ability to use knowledge of web based application development to support and maintain BI and DS solutions.

QUALIFICATIONS:  Each applicant must have three years of paid professional experience using .Net, and SQL languages for Oracle and Microsoft SQL database plus a Bachelor degree from an accredited university or college, with a major in computer science, information technology, computer programming, or a related field. OR Each applicant must have five years of paid experience using .Net, and SQL languages for Oracle and Microsoft SQL database plus an Associate degree with a major in computer science, information technology, computer programming, or a related field.  All required experience must have occurred within the last (5) five years. You are required to show your valid driver's license to the Human Resources Department staff NO LATER THAN THE DEADLINE DATE FOR FILING APPLICATIONS.  Must be a Hamilton County resident at the time of appointment.
