The Enterprise Technology Solutions Department is seeking to fill a Cincinnati Area Geographic Information System (CAGIS) Computer Systems Analyst position with a highly motivated individual with strong technical expertise in GIS application development. This position is responsible for research, application development and implementing a variety of CAGIS enterprise geospatial solutions. The person who fills this position must demonstrate experience in functioning in a complex integrated GIS technology environment and be proficient in the development of complex integrated software applications using a wide array of GIS software, programming toolsets, service oriented architecture methodologies, and relational geodatabases. The person who fills this position must be proficient in development of server and client side components, web services and user interfaces involving GIS data and toolsets.
The person who fills this position must fulfill the following requirements:
- Ability to perform in depth research, gather information, perform analysis, tests, evaluations and translate business process documentation into functional requirements for data design.
- Ability to work effectively in a team environment, effectively communicate verbally and in writing with various users and team members.
- Demonstrate software application development skills in geospatial technologies using the ESRI ArcGIS product sets.
- Knowledge of ArcGIS Server, ArcSDE, Geodatabase and other ESRI Enterprise GIS technologies.
- Knowledge of programming and scripting with VB.Net, ASP.Net, Microsoft .Net framework, and Python.
- Knowledge in web development using JavaScript, CSS and XML and development of server side components including web services.
- Knowledge of designing and implementing reusable components and standards based frameworks.
- Knowledge writing and interpreting SQL and stored procedures and generating reports.
Evidence of the appropriate skill set shall be the presentation of implemented code for two or more active applications with current users who could be contacted for references.

QUALIFICATIONS: Each applicant must have (3) years of paid professional experience plus a Bachelor's Degree from an accredited college or university with major course work in GIS, geography, planning, computer science or a related field.
OR
Each applicant must have (5) years of paid professional experience plus an Associate’s Degree with at least three years of software development experience in the geographic information technology field. All required experience must have occurred within the last (5) five years. You are required to show your valid driver's license or state id card to the Human Resources Department staff NO LATER THAN THE DEADLINE DATE FOR FILING APPLICATIONS. Must be a resident of the State of Ohio at the time of appointment.
A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 – Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.
