The City of Cincinnati’s Department of Transportation and Engineering is seeking to fill the City Traffic Engineer position. The City Traffic Engineer directs, manages, supervises and coordinates the activities and operations of the Traffic Engineering Division within the Department of Transportation and Engineering; coordinates assigned activities with other divisions, departments and outside agencies; provides highly responsible and complex administrative support to the Director of Transportation and Engineering; and performs related duties as required.
The City Traffic Engineer will ensure that quality, customer value, and financial performance targets are met in order to effectively and efficiently operate, maintain, enhance, and improve the transportation system of the City of Cincinnati. The transportation system includes the transportation infrastructure and circulation of traffic throughout the City of Cincinnati and takes into account all modes of travel including the needs of vehicles, pedestrians, cyclists, and transit in a context-sensitive manner reflective of the urban, built environment.
The primary area of responsibility includes the three sections of the Traffic Engineering Division – Traffic Signals, Street Lighting, and Traffic Control – comprised of 25 professional, supervisory, technical, administrative, and clerical staff.
The City Traffic Engineer ensures that the resources needed to meet program performance measures are supplied. This includes determining the operating and capital budget needs of the division as well as training and developing staff. The City Traffic Engineer also ensures that new technologies that can improve traffic flow efficiency and that can improve the energy efficiency of street lighting are investigated and implemented if feasible. The City Traffic Engineer is the City Manager’s delegated legal authority for the installation of traffic control devices within the City of Cincinnati. The City Traffic Engineer ensures that traffic control devices are installed according to national standards and with an emphasis on preserving and enhancing traffic safety.

The City Traffic Engineer is responsible for providing timely and accurate traffic information to the press on routine matters and during emergencies and must coordinate roadway closures and lane restrictions with other activities in the right of way; coordinating activities with ARTIMIS, the region’s traffic management system; and be able to act as a professional witness and provide court testimony when legal action relative to traffic control is taken against the City.

QUALIFICATIONS: Each applicant must be a registered Professional Engineer (P.E.) in the State of Ohio or have the ability to become registered in Ohio within six month of appointment. Each applicant must have a Bachelor’s Degree in Engineering from an accredited college or university. The successful candidate should have a minimum of ten years of experience as a Professional Engineer in a progressively responsible position, including five years of management experience being in responsible charge of transportation related projects while also supervising other employees.
The successful candidate should also have knowledge of principles and practices of engineering relating to areas such as traffic and transportation engineering, highway design and general civil engineering. The successful candidate should also have knowledge of the principles and practices of program development and administration, municipal budget preparation and administration, management, supervision, training and performance evaluation, safety practices for employees, and pertinent federal, state and local laws, codes and regulations, including the Manual of Uniform Traffic Control Devices. Must be willing to work irregular hours. Must possess a valid driver’s license and be able to obtain a valid Ohio driver’s license by the time of appointment.
