The Metropolitan Sewer District (MSD) is seeking a talented and motivated individual to fill a Computer Systems Analyst position. MSD is in the process of implementing PeopleSoft’s Enterprise Financial Management, Enterprise Performance Management and Supply Chain Management modules, essential to support the management of MSD’s Wet Weather Improvement Program (WWIP). These modules will need to be tightly integrated with the Cincinnati Financial Systems (CFS) and with MSD’s scheduling and project management system, Primavera. Ultimately, integration will be performed with the Department’s work order system, leading to a comprehensive Business Intelligence system. Asset Management, Activity Based Budgeting and Activity Based Costing are major goals in the MSD’s business strategy. Future work may include integration with the Cincinnati Human Resource Information System (CHRIS), the Department’s GIS system and time keeping systems.

This position will be responsible for integration solutions between MSD’s business systems and for developing/leading the development of custom application that cannot be fulfilled by off-the-shelf software. Responsibilities include identifying the data, application and infrastructure requirements, developing detailed design specifications and work plans, designing interface across multiple platforms, and creating necessary documentation. This individual must be a self-starter, work well in a team environment, and be able to demonstrate the following:

  • Experience in enterprise application integration
  • Background in system architecture and design
  • Knowledge of data warehousing, ETL tools (Ascential DataStage), OLAP and data cubes.
  • Experience with multiple programming languages such as Net, ASP, Net, WSDL and SQL
  • Experience with relational databases (Oracle, SQL Server)
  • Ability to effectively communicate project objectives
  • Ability to identify and present solutions options that support well informed decision making
  • Analytical and problem solving skills
  • Ability to translate business requirements and process models into workable technology solutions
  • Ability to understand the business and technical environment of the Department
  • Ability to bring projects to a successful conclusion
  • Ability to manage relationships within a project team

The ideal candidate will have extensive background/knowledge in the following programming languages: .Net, ASP.Net, Oracle SLQPlus, and Microsoft SQL and of some or all the following business: PeopleSoft, Primavera, Maximo and ArcGIS.

QUALIFICATIONS:
 Each applicant must have three years of paid professional experience using XML, .Net, ASP.Net; and SQL languages for Oracle and Microsoft SQL database plus a Bachelor degree from an accredited university or college, preferably with a major in computer science, information technology, computer programming, or a related field. OR Each applicant must have five years of paid experience using XML, .Net, ASP.Net; and SQL languages for Oracle and Microsoft SQL database plus an Associate degree preferably with a major in computer science, information technology, computer programming, or a related field. All required experience must have occurred within the last (5) five years. You are required to show your valid driver's license to the Human Resources Department staff NO LATER THAN THE DEADLINE DATE FOR FILING APPLICATIONS. Must be a Hamilton County resident at the time of appointment.
