HOME's Fair Housing Services program is designed to identify and eliminate housing discrimination in Cincinnati. The program has two major components: 1) Consumer Education and 2) Consumer Protection.
The Consumer Education component of the Fair Housing Services program concentrates on advertising and outreach campaigns. Advertising includes commercials run on minority-oriented radio stations and distribution of information about the Fair Housing program. Outreach activities include briefings held for current and potential Section 8 voucher holders regarding fair housing rights, information booths at minority/disability-focused events (Black Family Reunion, Juneteenth Festival, Mental Health Fair, etc.), and fair housing seminars held at churches, schools, and community organizations.
Consumer Protection involves actively seeking out and dealing with instances of fair housing discrimination. This is done both through investigation of fair housing complaints brought by consumers and by random testing of landlords for discriminatory practices. HOME also conducts training sessions for housing and housing-related service providers to ensure that they are not utilizing discriminatory practices. Finally, HOME sponsors the Fair Housing Mediation Services, where professional mediators are available to help tenants and landlords resolve difficult fair housing issues without having to resort to legal remedies.
